Summary Under the authority, direction, and control of the Under Secretary of War for Acquisition and Sustainment (USW(A&S)) and the Assistant Secretary of War for Industrial Base Policy (ASW(IBP)), Global Investment and Economic Security (GIES) serves as the DoW's representative on six (6) statutory and Executive Order-mandated interagency committees, responsible for the review of potential impacts of foreign investments in the U.S. and the defense industrial base, and outbound investments. Qualifications For qualifications determinations, it is recommended that applicants include their months and hours worked per week for each employment listed on their resume. You may qualify at the NH-04 Broadband Level, if you fulfill the following qualifications: One year of specialized experience equivalent to the: NH-III (GS-12/13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Conducting in-depth due diligence and risk assessments using qualitative and quantitative methodologies to analyze open-source, commercial, and government data, identify potential red flags, and draft actionable national security reports. Leading small-to-medium due diligence projects under general guidance, performing technical peer reviews to ensure analytical rigor, and identifying process improvement opportunities to translate strategic program goals into executable workflows. Coordinating with community and partners to support foreign investment reviews, and drafting written products such as program guidance, decision memoranda, background briefings, and talking points for senior leadership. NH-IV (GS-14/15) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Directing and leading advanced risk assessment methodologies and projects on foreign investments, using expert analysis of open-source, commercial, and government-furnished data to identify critical economic security gaps and draft actionable, high-impact due diligence reports. Formulating and converting long-term strategic national security goals into executable programs and policies, establishing fundamental new operational concepts, and resolving highly complex, mission-critical problems that cross organizational boundaries. Coordinating across the intelligence community, interagency partners, and allied nations to negotiate and build consensus on sensitive economic security issues, and drafting executive-level deliverables including policy guidance, congressional testimony, and decision memoranda for senior leadership. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. - Uses qualitative and quantitative analysis methods to analyze information and draw evidence-based conclusions that assess risk, validate claims, and identify potential red flags.
- Participates in working groups and supports senior-level engagements to assist in enhancing the processes by which the DoW conducts national security reviews of foreign investments.
- Identifies and resolves complex problems that cross organizational boundaries, recommending actionable solutions and methodologies to leadership.
- Ensures work is timely, efficient, and meets established objectives, demonstrating flexibility, adaptability, and decisiveness in managing assigned projects.
- Works to address key gaps to strengthen economic security, conduct due diligence analysis, participate in senior-level engagements, and serve on Office of the Secretary of War/DoW and/or interagency working groups supporting potential enhancements to the processes by which the DoW conducts national security reviews of foreign investments.
- Conducts expert analysis of open-source, commercial, and government-furnished data. Drafts and reviews comprehensive, actionable due diligence reports.
- Drafts, reviews, and edits input to written materials, including program guidance, informational/decision memoranda, pre-meeting background briefings, talking points for senior-level managers' meetings (from informal to international), speeches, testimony, and decision proposals/justifications.
- Provides subject matter expertise and contributes to the development, evaluation, and implementation of significant program studies and policy changes.
- Coordinates effectively and regularly with other IBP, DoW, interagency, intelligence community, and industry elements to maintain a comprehensive understanding of processes and procedures.
