Facilities Manager

JOB SUMMARY Under the direction of the Assistant Director of Public Works, the Facilities Manager plans, directs, and oversees maintenance operations for all City facilities, including electrical, plumbing, mechanical, HVAC/refrigeration, security systems, building maintenance, custodial services, and capital improvement projects. This position provides strategic and operational leadership to ensure safe, functional, and cost-effective City facilities through proactive maintenance planning, staff development, and sound fiscal management. Working in collaboration with subordinate supervisors, this position develops operational objectives, policies, and procedures; manages divisional budgets; and directs skilled and unskilled personnel across all trades. RESPONSIBILITIES Supervise, plan and direct skilled and unskilled personnel engaged in installation, repair and maintenance of electrical systems wiring, motorized electrical systems, transformers, generators, switchgear, instrumentation, electronic controls and related work for electrical, refrigeration, air-conditioning equipment, plumbing fixtures, construction, maintenance, and custodial services provided to City buildings, grounds and recreational facilities. Supervise, plan and direct skilled and unskilled personnel engaged in installation, repair and maintenance of city owned street lighting. Direct, supervise, and evaluate work of subordinates involved in the construction, maintenance, and custodial services provided to city buildings, grounds and recreational facilities. Establish and evaluate the effectiveness of custodial service provision and custodial maintenance programs, revising or implementing changes as necessary. Administer a facility program to include a 5-, 7-, and 10-year replacement plan for roof, air conditioning/refrigeration, painting and fire sprinkler systems. Assist and make recommendations in the development of plans for Capital Improvement projects associated with buildings and grounds, including development of project specifications and overseeing a competitive bid process. Assist, advise, and provide supervisory oversight with various departments and outside contractors along with related coordination in the installation, repair and maintenance of all security systems city wide including burglar, fire, access, CCTV and key control. Participate with appropriate Departments, Divisions, and Consultants when improvements to facilities & building structures are being contemplated, developed, and/or scheduled. Prepare specifications for materials, equipment and contractual services used in the operations of electrical, mechanical, street lighting and security; including reviewing of bids and making recommendations; inspect the work of subordinates and contractors upon completion. Evaluate maintenance costs associated with contractual versus in-house services; identify factors associated with staff size and production; recommend course of action following study; prepare requisitions to establish materials and service contracts. Assist in the development of divisional budgets consisting of operation and personnel, and capital budgets including short- and long-range projects; establish and evaluate the effectiveness of preventive maintenance programs. Confere with appropriate departments, divisions, and consultants when improvements to electrical, mechanical, plumbing, air conditioning/refrigeration/HVAC and security systems are under consideration; maintain records of work performed by outside contractors. Make recommendations regarding hiring, discipline, and promotion of subordinates; authorize leave and overtime; evaluate and rate employee performance. EDUCATION & EXPERIENCE Required: Bachelor’s Degree in Engineering, Construction, or related field; supplemented by five (5) years of progressively responsible experience in public works or facilities maintenance, including four (4) years supervising union employees. Preferred: Additional degree or coursework in Public Administration, Business Management, or a related field. Professional certification such as CFM (Certified Facility Manager) or FMP (Facility Management Professional) is a plus. Equivalent combinations of education, training, and experience may be considered. CERTIFICATES, LICENSES & REGISTRATIONS Valid Driver’s License with proof of automobile insurance. Background check: Must have an acceptable background record. Driving abstract: Must have an acceptable driving record. KNOWLEDGE, SKILLS, ABILITIES Knowledge of building maintenance, custodial operations, and facility management principles. Knowledge of budgeting, procurement, and personnel management. Skill in managing multiple projects and vendor contracts. Ability to interpret technical drawings and prepare cost estimates. Ability to supervise, train, and evaluate staff while maintaining compliance with collective bargaining agreements. Strong communication, leadership, and problem-solving abilities. PHYSICAL DEMANDS Work requires walking, sitting, and lifting up to 50 pounds. Manual dexterity and visual acuity are necessary. Must work indoors and outdoors as needed and take precautions against environmental exposure. Reasonable accommodation may be made. WORK ENVIRONMENT Work is performed primarily in an office setting with frequent field visits. Exposure to noise, weather, and mechanical hazards may occur. Must be adaptable to changing priorities and operational needs. SALARY Starting salary for the position is within $88,845.44 - $100,000 annually.
