Electrician

$40.29 - $48.1 per hour

Pays $40.29 - $48.10 per hour. The base pay range for this position is $40.29 - $48.10. It is the City's practice to start employees at the lower end of the salary range. This position is eligible for education pay. The pay range for an employee holding an Associate's is $40.69 - $48.58 and for an employee holding a Bachelor's is $41.10 - $49.06. This position is also eligible for bilingual pay for employees certified fluent in Spanish, Tagalog, Korean, or American Sign Language. The pay range for the bilingual premium is $41.10 - $49.06. This position is also eligible for longevity pay, with an increase of 0.25% each year the employee is employed with the City, starting on year 5. An employee completing a 47 year career with the City would expect to make $53.51 in the last year of employment based on 2026 numbers, for a salary range of $40.29 - $53.51. Taking these numbers into account, the salary for this position could ultimately range between $40.29 - $54.47 based on 2026 pay scale. Benefits include medical, dental, vision, and life insurance. HRA VEBA account may also be provided. Retirement benefits include a choice between PERS 2 or 3 and optional Deferred Compensation. The City recognizes 10 paid holidays and provides 2 personal holidays annually. Vacation leave is accrued on a prorated monthly basis with 80 hours a year earned the first year and increases thereafter. Major Function and Purpose The position assesses and repairs electrical and mechanical components for the City’s facilities, infrastructure, and utility controls; and coordinates and participates in the routine maintenance and construction of public works improvements for the City. General Function The Electrician plans, designs, installs, maintains, and repairs electrical distribution systems, industrial and process control systems, motors, pumps, and generators. Responsibilities include maintaining and repairing electrical infrastructure for City facilities, parks, water booster stations, well sites, sewer lift stations, and street lighting. The Electrician also troubleshoots and repairs the City’s SCADA system. Will also support other City personnel in planning and executing new construction and maintenance projects. Supervision Responsibilities This is not a supervisory position, but may function as a lead worker depending upon the project. Job Duties and Responsibilities Maintain, diagnose and repair the electrical and mechanical systems within the City Install, test and repair networking circuits and jacks Conduct preventative maintenance on electrical and electronic equipment Install lighting fixtures, power outlets, control devices, heaters and thermostats Run conduit and pull wire for new and existing electrical equipment Modify or rewire existing electrical installations Install temporary power systems for special events Establish work priorities and change priorities to meet changed circumstances upon the request of the supervisor Review plan designs for City projects as directed Inspect projects in progress, as directed Make recommendations for equipment or modifications to existing equipment Participate in the Utility shop’s rotating standby duties. Train coworkers in proper installation and maintenance procedures, equipment operations, and electrical safety practices Purchase and order electrical supplies or parts from vendors, warehouse or distributors to ensure proper inventory level of materials and parts as directed and within budgetary authority Coordinate and participate in various Public Works activities, including coordination with other City departments in areas related to but not limited to: repairing and installing uniform traffic control devices minor carpentry installation and repair assessing and repairing electrical/mechanical components reading and maintaining water meters installing and maintaining specialized water system appurtenances installing and maintaining water and wastewater pumps Installing and maintaining streetlights Actively support the vision, mission and values of the department and City. Reliable and regular attendance is required Other duties as assigned Contacts and Relationships The Electrician has extensive contact with other City employees and the public. Working Conditions Work is performed indoors and outdoors in all types of weather conditions. May be required to work in confined spaces and on ladders, inclines, and in noisy work areas. May be exposed to extremes in temperature, chemicals, direct sunlight, dust, pollen, machinery or its moving parts, pesticides, insecticides, noxious fumes, and/or insect stings. May be required to wear protective clothing or equipment in the performance of duties. May be required to work extended shifts for emergency or special events. Work is performed with considerable independence under the direction of the Operations and Utility Manager. It is not anticipated that the Electrician will be required to attend meetings other than during normal work hours; however, the employee may be called back to work before or after regularly scheduled work hours or on scheduled days off and will be required to participate in the Utility standby rotation. May be required to work overtime. Knowledge, Skills and Abilities Knowledge of electrical and mechanical system operations and repair for the water and sewer divisions, to include pumps PLCs, HMIs, VFDs, service panels, generators, transfer switches, flowmeters, SCADA and telemetry; preventative and corrective electrical maintenance practices for City owned buildings, including lighting systems, power distribution, panels, and related infrastructure; the methods, procedures and equipment used in the repair and maintenance of public works improvements; occupational hazards and safety precautions applicable to public works projects. Skilled in operating and maintaining a variety of light and heavy equipment including pick-up trucks, service crane trucks, manual and power hand tools, and other tools and equipment appropriate to a given duty; and gauging project progress and recommending adjustments to meet deadlines or adapt to changing conditions in the field. Ability to maintain records and prepare work reports; troubleshoot electrical issues, replace or upgrade components, ensuring code compliance, and supporting safe, reliable operation of City facilities. Comprehend technical instructions and repair manuals; interact courteously and tactfully with the public; establish and maintain effective working relationships with other department personnel and the public; and review project plans. Physical Requirements The Electrician must have the overall stamina and ability to perform moderate to strenuous physical activity, including the ability to stand or walk for long periods of time, traverse rough terrain, work in or over water, work at heights or on scaffolding, and lift or carry up to fifty (50) pounds. Job requirements may include the ability to climb water reservoirs up to one hundred (100) feet off the ground, bend, and/or work in tight or confined areas. Must be able to hear alarms and have the ability to audibly identify the presence of a danger or hazard. Minimum Requirements High School Diploma/GED, five (5) years of previous experience at an equivalent level, and a Journeyman Electrician 01 License are required. Current, valid, unsuspended driver’s license required upon hire and throughout duration of employment. Out of state candidates are required to obtain a WA state driver’s license in accordance with state law. Preferred Qualifications Knowledge of traffic signal maintenance and ITS (Intelligent Transportation Systems) technology and infrastructure used to monitor, manage, and improve traffic flow and roadway safety; and the ability to troubleshoot, maintain, and repair the City’s SCADA system. Any combination of experience and training that provides the desired skills, knowledge and abilities may be considered. Medical Insurance Employees have a choice between four medical plans for themselves and eligible dependents: Association of Washington Cities (AWC) HealthFirst 250 (Regence), Regence High Deductible Plan, Kaiser Permanente 20 copay/200 deductible plan, or Kaiser Permanente High Deductible Plan. Employees pay 10% of the cost of the monthly premium on the HealthFirst 250 or Kaiser 20/200 plans. The City pays the full cost of the high deductible plan options. Rates are available upon request. Medical insurance is effective the first of the month following date of hire provided at least 40 hours are worked in the month of hire. Dental Insurance Dental insurance for the employee and eligible family members is provided through the Teamsters Dental Plan A. The City pays 100% of dental insurance premiums. Dental benefits are effective the first of the second full month of employment as long as at least 40 hours were worked during the first month of employment. Vision Insurance Vision insurance for the employee and eligible family members is provided through the Teamsters Vision Plan. The City pays 100% of vision insurance premiums. Vision benefits are effective the first of the second full month of employment as long as at least 40 hours were worked during the first month of employment. Life Insurance $50,000 life insurance policy for the employee with AD&D. The employee has the option to purchase additional life insurance for themself and spouse/domestic partner. HRA The City of Port Orchard may pay into an HRA VEBA account, depending upon the insurance plan selected and the number of family members insured. The account is available to use for qualified health care expenses of the employee and eligible dependents while employed and upon separation of employment. Vacation Leave Vacation is earned at a rate of .0385 hours per regular paid straight time hour paid (equating to approximately 80 hours after one year of employment) for the first year of employment, with increases each year of additional employment. A maximum of 320 hours of vacation can be carried over from year to year. Sick Leave Employees earn .0462 hours of sick leave per regular paid straight time hour paid (equating to approximately 8 hours a month). A maximum of 960 hours may be carried over from one calendar year to the next. Longevity Pay After completion of five years of employment, an employee is eligible to receive longevity pay which provides for an additional one-quarter of one percent (.25%) for each additional year of employment. Education Incentive Pay 1% for Associate's degree and 2% for Bachelor's degree for eligible public works employees. Bilingual Incentive Pay An employee who is fluent in Spanish, Tagalog, Korean, and/or American Sign Language is eligible to receive a 2% premium off their base pay. Holidays The City of Port Orchard recognizes 11 holidays and provides for up to two personal holidays. Retirement The City of Port Orchard is a participant in the Washington State Retirement System. New employees may choose between PERS Plan 2 and PERS Plan 3. Plan 2 Provides a defined benefit. Currently employees contribute 5.38% of their pay to the retirement plan. Employees are vested after 60 qualifying months. Plan 3 Provides a combination defined benefit and defined contribution benefit. Employees choosing Plan 3 elect to contribute between 5 and 15% of their pay. Employees generally vest in the defined benefit portion after 120 qualifying months. Deferred Compensation Plan The City participates in the Washington State Deferred Compensation Program (457 plan) or DCP. DCP allows employees to defer a portion of their paycheck for investment for retirement similar to a 401(k). Working Hours Regular work hours are Monday-Friday 8:00 a.m. to 4:30 p.m. Evening, weekend and overtime work may be required. Overtime Hours worked over 40 in a work week are payable at one and one-half the regularly hourly pay rate. Compensatory time may be earned in lieu of overtime pay. Compensatory time must be used within 30 days of when it is earned. Probation New employees serve a 12-month probationary period. Social Security The City of Port Orchard participates in Social Security. Union Dues Employees joining the union will be required to pay union dues through payroll deduction. Direct Payroll Deposit The City of Port Orchard requires paychecks to be directly deposited into a bank account of your choosing. Benefit offerings are subject to changes in the union insurance plan and union negotiations with the City of Port Orchard. Benefits may vary for part-time employees.
