Federal Emergency Management Agency

Summary

This position is located at Mount Weather Emergency Operations Center (MWEOC), Emergency Services Division, Police Branch. This position is located in the Blue Ridge Mountains of Virginia, approximately 60 miles west of Washington, D.C. The ideal candidate for this position will have experience maintaining law and order, protecting life, property, and civil rights of individuals, and national security information.

Duties

Help

All MWEOC staff have emergency assignments and are considered deployed in place. Exercises and activations are planned and unplanned, and may require long hours, nights, weekends and holidays.

All MWEOC employees are: (1) required to use a government-issued electronic device (to include cellular phones); (2) subject to recall during emergency situations; and (3) required to perform work in locations both above and below ground.

What will I do in this position if hired?

In this position, you will serve as a Police Officer maintaining law and order and security while protecting life, property, and the civil rights of individuals. You will have full authority to carry firearms and make arrests in order to detect and investigate a wide range of incidents in accordance with federal, state, and local laws. Typical assignments include:

  • Enforce federal laws and regulations for the protection of life and property while carrying firearms.
  • Conduct investigations of offenses that may have been committed against property and persons.
  • Patrol the facility grounds, structures, and roadways to prevent and detect theft, damage, or unauthorized entry.
  • Make arrests without a warrant for any offense.
  • Act on calls concerning reports of breaches of the peace, violations, complaints, emergencies, and accidents.

At FEMA, our mission is to help people before, during and after disasters, and every employee at FEMA has a role in emergency management. Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Key Requirements:

Qualifications

Current Federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the Federal service. The qualification requirements listed below must be met by the closing date of this announcement.

To qualify for this position at the GS-07 level, you must possess one full year of specialized experience equivalent to at least the GS-06 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following:
  1. Applying law enforcement operations, practices, and techniques OR;
  2. Conducting long and short-term investigations OR;
  3. Identifying/arresting violators OR;
  4. Taking witness statements and writing incident reports.
AND

In addition to the minimum qualifications described above, you must have already completed a Federal Law Enforcement Training Centers' (FLETC) Uniform Police Training Program, Mixed Basic Training Program, or Criminal Investigator Training Program requirement to be considered qualified for the position. Requirements for this position:
  1. Participate in tests and exercises during non-duty work hours.
  2. Wear a uniform.
  3. Wear various Personal Protective Equipment (PPE) to include respirators, masks, self-contained breathing apparatus, & armored vests.
  4. Obtain & retain authority under Department of Homeland Security (DHS) Delegation 12000, Delegation for Security Operations within the Department of Homeland Security by having already completed Federal Law Enforcement Training Center's (FLETC) Uniform Police Training Program or equivalent FLETC basic police training program.
  5. Work shifts including weekends and holidays, and emergency overtime when necessary.
  6. Subject to recall 24/7.
  7. Required to work above and below ground.
  8. Subject to mandatory random drug testing.
  9. Meet requirements of 18 U.S.C. § 922(g)(9), known as the "Lautenberg Agreement" which outlines carrying of firearms.
  10. Must be able to continue to perform the duties of this position in the event of a crisis until relieved by proper authority.
  11. Subject to supervisory inspection and approval of attire, as an officer representing MWPD, for professional and competent image to include a clean, neatly pressed uniform or attire for tidy appearance in accordance to established dress code.
  12. Pass a pre-employment and yearly physical exam & maintain a specified medical profile.

  14. Carry firearms or other weapons authorized for their specific jurisdiction & must qualify bi-annually with authorized weapons and demonstrate skill and proficiency in their uses.
