IPA Director (HYBRID)

Salary Range: $102,110.00 To $130,330.00 Annually The IPA Director provides strategic and operational leadership for the development, launch, and ongoing performance of the Care Compass Supporting Independent Practice Association. The Director leads the IPA as a business whose goals are to improve quality, reduce the total cost of care, and strengthen the long-term sustainability of services across the provider network. This role translates value-based payer and provider contract requirements, population health priorities, and regional needs into an executable network, clinical, and social care model. The Director builds and sustains relationships with MCOs, health systems, community-based organizations, and participating providers; leads contracting, onboarding, workflow design, policy implementation, and performance management; and uses data, financial analysis, and defined quality and cost targets to drive accountability and continuous improvement. Working across clinical, behavioral health, social care, finance, legal, compliance, and data teams, the Director aligns resources, manages risk, develops staff, and ensures the IPA delivers measurable outcomes, strong provider adoption, and sustainable value-based performance. Essential Function s: Strategic Network Design & Development: Translate VBP cohort needs, interventions, contract terms, and geography into a fit-for-purpose IPA network. Provider engagement & relationship management: Build trusted relationships that secure provider commitment and sustain active participation. Contracting & Value-Based Care Acumen: Negotiate and interpret MCO/payer and provider contract terms and convert them into executable obligations, incentives, and safeguards, ensuring that contract cost and quality targets are achieved. Financial Planning & Resource Allocation: Connect program design, staffing, contract economics, and risk scenarios to an affordable operating plan. Clinical Program & Intervention Design: Use data, evidence, and clinical advisement to select interventions and determine the appropriate delivery model. Standards of Care & Clinical Governance: Establish consistent, measurable care expectations that support quality, network management, and governance. Workflow & Operating Model Design: Translate Value-Based Payment strategy into practical end-to-end workflows for IPA and intervention activities. Performance Management & Data Literacy: Create & leverage a performance system that uses reliable data, KPIs, reporting, and dashboards to improve provider and program results. Accountability, Remediation & Continuous Improvement: Set expectations, identify performance gaps, and lead timely corrective action and escalation. Compliance, Policy & Risk Management: Ensure IPA operations, participation agreements, consent processes, and policies meet regulatory and organizational requirements. Workforce Leadership & Cross-Functional Execution: Build the team and coordinate diverse stakeholders including health systems, community based organizations, payers, to deliver an integrated implementation plan. Non-Essential Functions: May assume additional responsibilities as requested.

MINIMUM REQUIREMENTS:

Bachelor’s degree in Business, Public Health, Healthcare Administration or similar required. Preferred: MBA Minimum of 7 to 10 years of progressive experience in health care & IPA development/ management. Preferred: Knowledge of the Southern Tier healthcare environment/dynamics. Proven ability to oversee and develop cross-functional teams including managers, specialists and engagement staff across multiple sub-regions. Experience managing VBP contracts with multiple different payers. Preferred: NYS Medicaid VBP contract experience. Strong strategic & analytical thinking, prioritization and decision-making skills with the ability to synthesize complex data and stakeholder input into actionable plans. Excellent written, verbal and presentation communication skills with the ability to represent [DS3] the organization to external stakeholders, payers and regulatory bodies. Ability to convey complex ideas and concepts to diverse audiences. Ability to travel within the region. Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams)

WORK ENVIRONMENT:

Care Compass utilizes a hybrid work model where employees can work remotely from a home office, while also working regularly in person as required for the role. This role will require regular travel across the 10 counties and in person work within the sub-regions as necessary. Estimated in-person workdays: 2-3 per week.
