Director of Operations
Workforce Solutions for Tarrant County
Coordinates the oversight and management of funding and service delivery contracts for the Tarrant County Workforce Development Board and maintains systems to track the flow of related funding and expenditures. Oversees the Board’s conduct of major procurements, in accordance with State and Federal directives. Manages leases and oversees the maintenance and operation of facilities.
ESSENTIAL DUTIES AND RESPONSIBILITIES
include the following. Other duties may be assigned. Oversees the administration, compliance, and financial management of the Board's grant and contract portfolio. Ensures all proposals and awarded contracts comply with federal, state, and private funding requirements, while managing pre- and post-award processes, minimizing organizational risk, and maximizing funding reimbursement. Oversees the preparation and issuance of service delivery contracts and general and professional services agreements. Ensures that contracts are administered in accordance with applicable laws, regulations, Workforce policies and contract provisions. Manages lease agreements for space occupied by the Board and its Service Providers. Coordinates with program services staff and with the Board’s designated commercial real estate broker to ensure that renewals and moves are completed timely and in accordance with state and federal requirements. Maintains working knowledge of state procurement requirements. Manages major and formal procurement processes to ensure compliance with applicable state and federal requirements. Ensures that related documentation is maintained to show compliance with requirements. Manages insurance policies and ensures that the Board’s insurance broker is periodically procured in compliance with state and federal requirements. Oversees the maintenance and operation of Board-operated facilities. Ensures that related activities are closely coordinated with the Board’s Program Managers and with the Information Technology department. Manages the development and implementation of departmental policies, programs and activities. Maintains working knowledge of workforce development and equal opportunity laws, regulations and policy at the federal, state and local levels. Supervises professional and clerical staff engaged in contracts, procurement, and facilities-related work. Oversees and monitors contract expenditures. Assists executive management and program managers in developing and implementing strategies for the delivery of contractual services. Ensures that systems are in place for maintaining contract documents and tracking essential contract information. Establishes reporting systems as required to support decision-making. Coordinates extensively with the Finance Department in receiving and tracking grant award contracts from granting agencies, subcontract preparation and reporting requirements, and assists with subcontractor financial reporting. Works with the Finance Department and program managers to facilitate the development of budgets for board programs and for subcontractors. Establishes and maintains systems to ensure that payments to contractors are consistent with approved budgets and coordinates with finance and program managers to ensure that appropriate reporting is provided. Develops and presents reports to Executive Management and as directed, to the Board, Board Committees, funding agencies and regulatory authorities. Supervises the development, maintenance and control of procurement and monitoring documents.SUPERVISORY RESPONSIBILITIES
Directly supervises three employees in the Contracts, Procurement, and Facilities areas. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include interviewing, hiring, training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.QUALIFICATIONS

Education/Experience Master’s Degree or Bachelor’s Degree, or four to ten years related experience and/or training; or combination of education and experience. Ability to respond to inquiries or requests from customers, regulatory agencies, or business partners. Ability to write at an advanced level, including the ability to organize and prepare complex and/or lengthy documents while synthesizing information drawn from multiple sources. Ability to effectively present information to top management, business partners and public groups, and/or boards of directors. Math Ability Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. Reasoning Ability Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables. Computer Skills To perform this job successfully, an individual should have knowledge of Microsoft office suite.PHYSICAL DEMANDS
