Job Description and Duties

The Research Scientist Staff position supports the California Department of Public Health by monitoring, analyzing, and reporting public health hazard data to strengthen emergency preparedness and response. The position leads epidemiologic research, manages real-time and predictive data systems, and conducts complex statistical analyses to identify emerging public health threats. It develops and maintains data architecture, improves surveillance systems, and provides evidence-based recommendations for critical communications and intelligence products. The Research Scientist Staff position trains staff, collaborates with internal and external partners, and presents research findings to support statewide emergency planning and response. The role requires ongoing review of scientific literature, participation in meetings, exercises, and conferences, and representation of CPR in emergency preparedness discussions. The incumbent must maintain working knowledge of emergency management systems—including SEMS, NIMS, ICS, MHCC—and may work extended or irregular hours during emergency activations.

Working Conditions

Telework Information

This position may be eligible for telework. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Travel may be required for this position. Reimbursement for travel takes into consideration an employee’s designated headquarters, as reflected in the duty statement, and is subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

• Experience in various forms of data management including data architecture/streamlining, aggregation, archiving, and analysis.
• Ability to use specialized software including but not limited to: SQL, SAS, R, Power BI, ArcGIS, and Microsoft applications.
• Experience with generating visualizations and reports.
• Enhanced knowledge of various medical and health disciplines.
• Strong and effective verbal and written communication.
• Ability to work within fast-paced environment.
• Strong critical thinking skills with an emphasis on intelligence disciplines.
• Working knowledge of emergency management systems—including SEMS, NIMS, ICS, MHCC.

Statement of Qualifications (SOQ)

A Statement of Qualifications (SOQ) is required. The SOQ must be typed in 12-point font, single-spaced, on letter sized paper, (8.5" x 11"), and be no more than TWO pages in length.
