Job Description

The Lead Business Services Coordinator serves as a key liaison between the workforce system and local employers, developing and implementing strategic workforce solutions to meet business needs across the TENCO region, including Bath, Boyd, Bracken, Fleming, Greenup, Lewis, Mason, Montgomery, Robertson, and Rowan Counties. Working closely with the Workforce Development Manager, this position ensures high-quality, consistent service delivery while supporting regional workforce initiatives. The Lead Business Services Coordinator provides technical assistance, training, and mentorship to Business Services staff, and facilitates regular meetings with Business Services Coordinators to promote collaboration, communication, and best practices. This role also provides back-up support and assistance during staff vacancies to ensure continuity of services. The Lead Business Services Coordinator plays a critical role in strengthening employer partnerships, supporting program performance, and advancing workforce development efforts across the region. Strict confidentiality must be maintained at all times.

General Duties and Responsibilities

  1. Program Administration: Involves developing workforce business plans, facilitating job fairs, developing on-the-job training opportunities, and coordinating and facilitating Rapid Response activities. This role also provides comprehensive business and customer services throughout a designated TENCO Career Center service area. This duty will consist of:

 Respond to individual business needs and oversee the development and implementation of business service plan(s);

 Assist in the development of sector/industry partnerships within the regional area;

 Assist in reviewing, analyzing, and preparing reports on demographics and labor market information affecting the local and regional area;

 Provide businesses with information on incentives, tax credits, bonding, and other workforce programs;

 Provide specialized job preparation programs for individuals with significant barriers to employment;

 Participate in and provide outreach to organizations representing business, such as chambers, alliances, and industrial authorities;

 Develop opportunities for on-the-job training, incumbent workers, customized training, work experiences, and transitional jobs;

 Implement processes to ensure performance expectations are met;

 Coordinate agency resources for individualized holistic packaging of services to the business customer;

 Plan and/or facilitate workshops for the business community and partner agencies;

 Arrange and organize events in coordination with the Career Center Operator for the promotion of the Career Center services;

 Participate in the career center certification process;

 Develop, publicize, and facilitate hiring events in the local and regional areas;

 Participate in secondary school events to promote services and assist with career pathway development projects;

 Provide individualized and group workshops on job search and job preparation;

 Connects businesses with qualified job seekers; and

 Coordinate Rapid Response activities in response to business layoffs and/or closures.

  1. Business Engagement and Regional Support: Involves providing guidance to Business Services Coordinators to ensure consistent, high-quality service delivery, and supporting the development and execution of regional workforce strategies to strengthen employer partnerships and economic growth. This duty will consist of:

 Provide technical assistance to Business Services Coordinators and other staff on workforce programs, policies, and service strategies;

 Deliver training and ongoing mentorship to Business Services Coordinators to enhance professional development and program knowledge;

 Facilitate regular meetings with Business Services Coordinators to share updates, address challenges, and promote best practices;

 Support coordination between Business Services Coordinators and Career Counselors to ensure alignment of business and job seeker services;

 Provide back-up coverage and operational support during staff vacancies or absences;

 Provide consultation and assist in the development, implementation, and revision of policies and procedures with GADD and TENCO to ensure compliance, operational efficiency, and effective service delivery;

 Monitor contract performance criteria and work experience outcomes;

 Travel throughout the TENCO region to provide on-site support, guidance, and oversight;

 Promote consistency in service delivery and documentation across all service locations;

 Build and maintain strong relationships with employers, industry leaders, and economic development partners;

 Identify emerging workforce needs and assist in aligning services to meet industry demands;

 Represent the organization at regional meetings, events, and partner engagements; and

 Promote workforce programs and services to increase employer participation and awareness.

  1. Other Duties: Involves any other tasks and assistance needed to support the organization.

Minimum Qualifications

Education: Bachelor’s degree or higher in a human services or business-related field from an accredited college or university. Experience may be considered in lieu of a bachelor’s degree if experience is directly related to workforce services.

Certification and Trainings: Valid driver’s license required. Additional certifications may be required upon hiring. Employees may be expected to attend professional development trainings relating to specialties.
