Location: Fort Jackson Job Type: Full-time | ExemptThe Contract Maintenance Manager administers and directs programs that ensure safe, efficient, and compliant operation of facilities, including buildings, grounds, equipment, and utility systems. This role oversees preventive and corrective maintenance programs, energy management initiatives, and major construction and renovation projects.The position requires advanced knowledge of engineering and construction principles, regulatory compliance, and supervisory leadership. The Contract Maintenance Manager is responsible for aligning facility operations with contractual requirements, organizational standards, and applicable federal, state, and local regulations.Key ResponsibilitiesPlan, organize, and direct plant operations, building systems maintenance, renovations, and facility improvement initiativesAdminister computerized systems supporting preventive and corrective maintenance, construction management, financial tracking, energy control, and facility modificationsReview and evaluate existing programs, services, policies, and procedures; develop and recommend improvements to leadership and oversee approved implementationCoordinate with Contracting Officer Representatives (CORs), administrative leaders, supervisory staff, contractors, architects, engineers, agencies, and community stakeholdersMonitor workflow, performance quality, and service delivery to ensure timely completion and adherence to contractual and facility standardsManage departmental budgets, including utility expenses and energy savings programsEnsure adequate inventory levels and approve requisitions for tools, materials, equipment, and suppliesPrepare, maintain, and analyze departmental records, reports, and performance documentationEnsure full compliance with all applicable regulatory requirements, including State Health Department, Environmental Protection Agency (EPA), Department of Environmental Protection (DEP), Americans with Disabilities Act (ADA), Occupational Safety and Health Administration (OSHA), Underground Storage Tank (UST), and related standardsSupervisory & Project Oversight ResponsibilitiesAssign work, monitor performance, and complete performance evaluations for assigned personnelInterview candidates and recommend qualified individuals for hireOrient new employees and provide on-the-job trainingSchedule and approve employee leaveAddress employee concerns, resolve complaints, and administer discipline as requiredCommunicate personnel policies, procedures, and employee relations programsPlan, coordinate, and monitor construction and development of physical facilitiesReview, evaluate, and recommend approval of construction plans and facility modificationsAnalyze contractor bids, review blueprints, and submit recommendations to administrationServe as liaison with contractors, architects, engineers, vendors, and suppliersNegotiate vendor agreements and preferred service contractsAdditional responsibilities may include oversight of grounds maintenance and snow removal operations, leadership of the in-house fire response team, participation on facility committees, and other duties as assigned.Qualifications & ExperienceRequired:Five (5) or more years of experience managing facility operations and maintenance programs, including preventive maintenance, HVAC, electrical systems, subcontract oversight, pre-construction services, quality control systems, and supervisory responsibilitiesThorough knowledge of engineering and construction principles, facility management practices, and applicable laws and regulationsProven experience managing departmental budgets and overall business operationsWorking knowledge of National Fire Protection Association (NFPA), American Society of Mechanical Engineers (ASME), Occupational Safety and Health Administration (OSHA), and Environmental Protection Agency (EPA) codes and standardsDemonstrated competencies in strategic planning, personnel management, subcontractor coordination, customer relations, operational planning, management, and reportingStrong written and verbal communication skills, including the ability to interpret and convey complex technical informationAbility to multitask, prioritize competing demands, and perform effectively in fast-paced environmentsProficiency with Computerized Maintenance Management Systems (CMMS);
