Deputy Terminal Delivery Director - Aviation / Project Director

Key Responsibilities Strategic Leadership & Program Delivery – Provide strategic direction for aviation and terminal development programs, oversee multiple concurrent projects, develop delivery strategies, evaluate and prioritize initiatives, establish governance and performance metrics, ensure compliance with contractual, regulatory, and safety requirements, and participate in executive decision‑making. Project Planning & Execution – Oversee the creation and execution of project management plans (scope, budget, schedule, quality, risk, procurement, stakeholder strategy), manage project controls, resolve critical issues, guide procurement and contract administration, and ensure FAA and other regulatory compliance. Client & Stakeholder Management – Represent STV at executive meetings, steering committees, and stakeholder workshops; maintain relationships with airport authorities, airlines, regulators, consultants, and contractors; provide proactive solutions and support business development and industry representation. Team Leadership & Collaboration – Lead, mentor and develop multidisciplinary teams, foster a performance‑driven culture, support recruitment and succession planning, share knowledge and best practices, and promote continuous improvement. Financial & Operational Oversight – Monitor program finances (budgets, forecasts, staffing, cash flow), improve operational efficiency, report performance metrics, support business planning and strategic growth initiatives, and manage risk and issue resolution. Safety, Quality & Compliance Champion – Promote a culture of safety and quality, enforce quality management procedures, monitor compliance with environmental, health, safety, security, and regulatory requirements, and support sustainability and innovation initiatives. Required Qualifications Bachelor’s degree in Engineering, Architecture, Construction Management, Aviation Management, or related field. 15+ years of progressive experience managing large‑scale aviation, infrastructure, transportation, or terminal development projects. Demonstrated success leading complex airport terminal projects or capital improvement programs with significant construction values. Proven leadership of multidisciplinary teams and delivery within highly operational environments. Strong knowledge of project delivery methodologies (Design‑Bid‑Build, Design‑Build, CMAR, Progressive Design‑Build, and alternative models). Experience with project controls, scheduling, budgeting, risk management, and construction administration. Exceptional leadership, communication, negotiation, and stakeholder management skills. Ability to work effectively with executive leadership, public agencies, airlines, contractors, and technical teams. Strong understanding of aviation industry regulations, operational constraints, and airport stakeholder coordination. Proficiency with project management and reporting tools such as Primavera P6, MS Project, Procore, Bluebeam, or similar systems. Preferred Qualifications Professional Engineer (PE), Registered Architect (RA), CCM, PMP, or other relevant professional certification. Experience on large hub airport programs or major terminal modernization initiatives. Familiarity with FAA funding programs, airport operational readiness and transfer (ORAT), and aviation phasing strategies. Experience with public sector clients and complex stakeholder environments. Master’s degree in Engineering, Construction Management, Business Administration, or related discipline.
