The California Department of Technology (CDT) is seeking an experienced, strategic, and solutions-oriented human resources leader to serve as the Assistant Human Resources Chief, Operations – Supervisor II within the Personnel Services Operations Section. About the Role Under the general direction of the Human Resources Branch Chief, the Manager II, Supervisor II serves as a principal advisor and service delivery leader responsible for ensuring CDT’s Human Resources (HR) policies, programs, and practices align with enterprise goals. This position provides strategic leadership and oversight of classification and compensation, recruitment and selection, position management, payroll and benefits, background checks, nepotism compliance, workforce planning, and HR service delivery . The Assistant HR Chief works closely with executives, managers, HR professionals, and statewide control agencies to resolve complex personnel matters, improve HR operations, and ensure compliance with civil service laws, rules, policies, collective bargaining agreements, and merit principles. 20% – Executive HR Consultation, Organizational Strategy & Recruitment Advise CDT executives, managers, and supervisors on complex and sensitive HR matters. Provide expert consultation on classification, compensation, position allocations, appointments, organizational design, and position management. Interpret CalHR policies, State Personnel Board (SPB) requirements, civil service laws, and collective bargaining agreements. Oversee Career Executive Assignment (CEA) examinations and appointments and Exempt Appointee positions. Direct recruitment and talent acquisition programs and collaborate with executives to identify workforce gaps and develop targeted outreach strategies. 20% – HR Service Management & Process Improvement Lead implementation and improvement of Personnel Operations processes and services. Develop HR procedures, service-level agreements, toolkits, dashboards, and guidance materials. Establish performance measures, evaluate processes, provide training, and implement best practices to improve service delivery. Review process exceptions and resolve escalated service concerns in accordance with policy and law. 20% – Classification, Pay, Hiring & Compliance Oversight Provide strategic oversight of classification, compensation, hiring, background checks, and compliance activities. Ensure compliance with CalHR policies, SPB merit principles, SROA/Surplus requirements, collective bargaining agreements, and applicable laws. Develop and maintain CDT’s Classification Plan and serve as a subject matter expert on complex or precedent-setting classification, compensation, recruitment, and hiring matters. Oversee CDT’s Background Check Program and Nepotism Review and Compliance process. 20% – Payroll & Benefits Oversight Provide strategic oversight of CDT’s payroll and benefits programs. Ensure accurate and timely services in compliance with CalHR, State Controller’s Office requirements, collective bargaining agreements, and applicable laws. Provide expert guidance on complex payroll and benefits matters, including retroactive payments, benefit enrollments, deductions, leaves of absence, and special payroll adjustments. Lead process improvements to enhance efficiency, accuracy, equity, and accountability. Establish section goals, objectives, performance measures, and service levels aligned with CDT priorities. Lead, coach, mentor, and develop subordinate managers and multidisciplinary HR professionals. Lead workforce and succession planning and promote cross-training, knowledge sharing, and professional development. Foster a collaborative, accountable, inclusive, and service-oriented work environment. 5% – Additional Leadership Responsibilities Serve as Acting Human Resources Branch Chief as necessary. Represent CDT at CalHR forums, committees, and statewide HR workgroups. Support HR technology initiatives, budget planning, audits, strategic initiatives, and organizational change efforts. Develop executive briefing materials and provide mentorship and technical guidance to HR staff. The ideal candidate will possess: Expertise in classification and compensation , statewide classification plans, and pay administration. Comprehensive experience with civil service examinations, selection, hiring, and merit-based employment practices. Strong knowledge of payroll and benefits administration and complex policy interpretation. Experience with position control, workforce planning, recruitment, and talent acquisition. Demonstrated ability to advise executive leadership and collaborate with diverse stakeholders. Strong leadership, consultation, negotiation, project management, and conflict-resolution skills. Ability to balance business needs with regulatory and compliance requirements. Experience leading and developing multidisciplinary HR professionals. Excellent judgment, discretion, diplomacy, and written and verbal communication skills. The incumbent must successfully complete a fingerprint-based criminal record check conducted by the Department of Justice (DOJ) and Federal Bureau of Investigation (FBI) . New to State candidates will be hired into the minimum salary of the classification and state employees will be subject to transfer salary rules of up to a one-step (5%) increase or the minimum of the classification, whichever is higher.
