Transportation Analyst

This temporary analyst position supports programs within the Transportation Department’s Mobility Strategy and Infrastructure Division. Primary responsibilities include supporting shared mobility operations and systems. Other duties include assisting in infrastructure project development for safety and mobility improvements along the city’s existing network. The role also supports public education/outreach, light procurement support, and provides secondary support to corral rollout as needed. In this role, you'll be part of the Mobility Development team and Vision Zero team, playing a key role in shaping how residents and visitors move through the city via shared scooters and bikes. It's a chance to work alongside a dedicated team and directly impact access, safety, and sustainability in Raleigh's mobility support programs. This is a part-time, temporary role that will not exceed 1,000 hours worked per year. The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Support daily program functions that directly contribute to infrastructure safety project development and implementation. Assist in field visits by collecting measurements, documenting conditions, posting outreach materials during different stages of project development Digitize, maintain, and audit mandatory parking zones using the City's geofencing platform, coordinating with Special Events and operators to keep zones accurate around events Monitor daily parking compliance through recurring field audits in downtown and known problem corridors, and coordinate signage responses where issues persist Conduct regular compliance reviews with micromobility operators (including bi-weekly evaluations via Populus) to track performance and drive continuous improvement Serve as a point of contact for operators, maintaining consistent communication and documentation across geofencing, events, and compliance touchpoints Support public education efforts, including social media content and outreach materials to inform riders and residents about program rules Provide secondary support for corral installation logistics and operator procurement/contracting as needed Collecting counts by watching camera footage at intersections, directly contributes to updating turning movement counts Education and Experience: Bachelor’s Degree in Public Administration, Planning, Sustainability, or a related field; less than 1 year experience in public administration, sustainability, or a related field OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted. Preferred Requirements: Research and data review skills, with attention to detail when working with historical information Experience with GIS tools (e.g., ArcGIS) is a strong plus Interest in transportation, sustainability, urban planning, or public service Knowledge of: City policies and procedures Applicable federal, state, and local laws, codes, regulations Standard practices, methods, tools, and materials of assigned work Specialized equipment of assigned program area Principles and practices of criterial thinking and analysis Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications Skills in: Interpersonal and social skills, with the ability to collaborate with a wide range of partners and stakeholders Using Microsoft Office Suite (Word, Excel, Outlook) Preparing technical reports, documents, and presentations Interpreting professional engineering theory, techniques, practices and procedures Conducting research and data analysis Public speaking Verbal and written communication Planning, researching and analyzing data for process improvement Coordinating deadlines and prioritizing competing demands Monitoring, evaluating, and reporting financial activities, operational data, and information systems Providing informative and knowledgeable customer service Ability to: Work in both a desk-based role and in-field activities (e.g., walking downtown for observations and site visits) Work independently while also collaborating effectively with a small, cross-functional team Use online software platforms, including mapping or geofencing tools (training provided) Organize and maintain documentation, data records and files Manage multiple concurrent planning and implementation efforts to completion and on schedule Take measurements for various transportation assets Use various industry specific computer programs (e.g. Computer aided drafting (CAD), GIS mapping, and traffic microsimulation software) Liaise with customers and internal departments ADA and Other Requirements: Work Environment andPhysical Effort: Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body.
