Responsibilities Manages and directs the full range of negotiations, award, modification, management/administration, and termination of diverse and complex contracts. Exercises responsibility for the proper application of procurement laws, rules, regulations, decisions, and other directives. Ensures legal, technical and administrative adequacy of contracting actions, as well as compliance with applicable regulations, policies and directives. Directs, plans, organizes, and integrates the work of subordinates in the performance of acquisition functions, involving complex pre‑award, post‑award, and contract administration management processes. Reviews and approves projects, decisions, and contracts, ensuring compatibility and consistency of interpretation. Develops and establishes contract quality assurance requirements and performs the full range (cradle to grave) of identified functions for assigned items. Leads negotiations for major problem transactions, arbitrating and resolving differences, and negotiating counter offers. Financial Disclosure Requirement: Yes Qualifications To qualify for a Supervisory Contract Specialist, your resume and supporting documentation must support: Basic Contracting Requirement: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. OR A current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of “A)” above. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting Requirement above, to qualify for the GS‑14 grade level, specialized experience must be at the GS‑13 grade level or equivalent under other pay systems in the Federal service, military, or private sector. Reviews negotiation strategies on major procurements and provides direction and guidance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level. Position requires DoD Acquisition Contracting, Professional (Foundational) certification within required timeframes.
