Job Description
We're looking for a motivated, detail-driven Procurement Analyst who's ready to support a modern, fast-growing purchasing environment. In this role, you'll coordinate purchases, prepare solicitations, and support contracts from development through execution, and help departments make informed compliant buying decisions. You'll play an active part in strengthening City-wide procurement process-improving workflows, ensuring accuracy, and helping departments navigate system and policies with confidence.

Education and Experience:
Associate's Degree or 2 Years of College in Business Administration, Public Administration, Accounting, Finance or related field; 1 to 3 years' experience in procurement, purchasing, contract administration, or related work OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted Preferred Qualifications:
Knowledge Of:
Sedentary: Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Work Environment:

Duties and Responsibilities

- Reviews, evaluates, and processes purchase requisitions and change orders to ensure accuracy and compliance with City, state, and federal purchasing requirements . Develop and manage informal and formal bid solicitations, including public bid openings, tabulations, renewals, and award recommendations.
- Prepares, manages and maintains catalogs in support of purchasing function and contracts; monitors catalog activity and functionality; monitors order processes and workflow to ensure efficiency; updates and maintains accuracy of data.
- Provides training and guidance to internal customers regarding procurement processes and system navigation, documentation requirements, and best practices.
- Supports the maintenance of supplier records, including registration, updates, TIN matching, and vendor communications.
- Provides professional support of functional activities which may include procurement card program administration; surplus equipment disposal; request for proposal process administration; accounts payable verification/reconciliation; and/or other related processes.
Education and Experience:
Associate's Degree or 2 Years of College in Business Administration, Public Administration, Accounting, Finance or related field; 1 to 3 years' experience in procurement, purchasing, contract administration, or related work OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted Preferred Qualifications:
- Designation as a Certified Local Government Purchasing Officer (CLGPO) or similar public procurement certification
- Familiarity with PeopleSoft Financials or other enterprise procurement (e-Procurement) systems
Knowledge Of:
- Federal, State, and Local purchasing laws
- Procurement principles, bid/contract terminology, and purchasing regulations
- Enterprise Resource Planning (ERP) system functionality
- Customer service principles
- Prioritizing work demands and coordinating deadlines
- Overseeing adherence with policies, procedures, and regulations
- Negotiation and vendor management
- Critical and analytical thinking
- Independent problem-solving and decision-making
- Attention to detail and accuracy
- Providing guidance to customers regarding purchasing processes
- Understand and evaluate contract legal issues to determine appropriate engagement with City Departments
