Higher Ed Operations & Finance Manager

Job Summary This position is responsible for managing and improving all internal business operations, overseeing employee activity and ensuring the department is on track to meet its financial goals. It includes developing an annual scope of work, managing progress throughout the year, and coordinating special projects. Department Overview The College of Arts and Sciences supports a vibrant community of academic departments and programs. This role will aid several departments, including Linguistics, Writing Studies, and English Literature, by applying strategic and innovative approaches to the business of higher education. Level Scope A fully competent professional contributor who applies job skills, policies, and procedures to complete substantial assignments of moderate scope and complexity. Works independently with general supervision, exercises judgment, and may provide guidance to entry‑level professionals and support employees. Essential Functions 60% of Time: The Business Operations Manager must Supervise the development and implementation of business forms, documents and web forms. Develop, modify, and implement policies, rules, and procedures. Direct the reporting functions of the unit and serve as lead for special projects as assigned. Establish and maintain internal policies and procedures for administrative activities. Implement work plans and initiatives. Create and manage budget projections, analyzing revenue and expenditures and other funds. Oversee the management and coordination of all fiscal reporting activities. Collaborate with staff, faculty, and other administrative units to identify opportunities and develop solutions to problems and issues. Frequently handle sensitive and/or confidential issues. May supervise and direct the work of others. Research and analyze data for accuracy, trends, and variances to ensure acceptable business practices, procedures, and compliance have been followed. 35% of Time: The Business Operations Manager must Manage shared service staff, responsible for daily operations and administrative processes. Track budget details for multiple distinct programs within separate departments and report to department chairs, faculty, and staff regarding budgetary inquiries. Process human resource transactions, including hiring (e.g., PageUp, PeopleSoft, HCM), separations, supplemental pay, costing changes, payroll corrections, and data changes. Review and reconcile payroll, processing corrections as needed. Execute financial transactions such as budget transfers, journal entries, purchase requisitions, invoice payments, correcting entries, check deposits, Foundation check requests, etc., ensuring compliance with federal, state, and institutional policies. Serve as P‑card approver and audit monthly transactions. Liaise with the COAS Dean’s Office, the Office of Budget and Planning, the Provost Office, and other cross‑functional areas. Report to the College team and may have additional fiscal/operational tasks as needed to support inquiries from the Dean or Associate Deans. 5% of Time: The Business Operations Manager will Perform other duties as assigned. Knowledge, Skills & Abilities Excellent written and verbal communication skills. Supervisory experience and leadership skills. Knowledge of project development and management. Ability to efficiently follow and implement policies and procedures. Experience researching and analyzing financial and other reports and compiling information. Minimum Qualifications Bachelor’s degree and 2 years of professional experience or equivalent relevant experience. Preferred Qualifications Higher education administration and finance experience preferred. Experience with Boise State systems and software (Oracle, PeopleSoft, HCM, etc.) preferred. Salary and Benefits Salary is $60,673.60 annually.
