Technical Project Manager

Overview The NYC Department of Environmental Protection (DEP) enriches the environment and protects public health by providing high quality drinking water, managing wastewater and stormwater, and reducing pollution. The Bureau of Water Supply seeks to hire an Associate Project Manager I within the Drinking Water Operations South Engineering Group, located in Valhalla, New York. Responsibilities Provide technical support by preparing and reviewing plans, drawings, specifications, cost estimates, technical sketches, and calculations for in‑house, capital, and Job Order Contract (JOC) projects. Assist with coordination during construction and repair activities for moderate‑difficulty projects within the DWO South directorate. Support technical documentation, including design work for new installations or equipment replacements. Prepare technical specifications, engineering plans, and contract bid packages, develop cost estimates, and obtain vendor quotes. Establish project time and cost schedules to aid planning and execution. Determine and coordinate activities among individuals, agencies, and departments responsible for project completion. Review schedules, reports, and orders prepared by consultants, contractors, and agencies to ensure compliance with timelines and requirements. Monitor work performance and resolve issues during meetings or project coordination activities. Meet with city agencies, contractors, and stakeholders to support project planning and execution. Participate in the bid process and contractor selection. Assume supervisory duties in the temporary absence of the immediate supervisor. Technical Competencies Knowledge of mechanical, plumbing, electrical trades and construction methods. Versed in NYC and NYS building codes. Mechanically inclined. Medical Requirement Candidates must be physically able to wear a respirator and must not have any condition that would prevent a good face seal. The selected candidate will undergo pre‑employment and periodic post‑appointment medical examinations to demonstrate compliance with OSHA regulations for respirator use. License Requirement Candidates must possess a valid Motor Vehicle Driver License in the State of New York and maintain it during employment. Physical Activities The role involves walking to and from inspection sites, climbing ladders or stairs, standing for extended periods, bending, stretching, stooping, communicating orally, working in damp, moldy, dark, dusty, smoky, or otherwise hazardous environments, and working outdoors in all weather conditions. Special Working Conditions Associate Project Managers may be required to work nights, Saturdays, Sundays, and holidays. Preferred Skills Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Project). Critical thinking and effective independent data analysis skills. Excellent oral and written communication skills. Understanding of project management principles. Understanding of drinking water treatment processes and technology. Ability to work in a high‑volume environment. Ability to traverse active construction sites and operational facilities, including uneven terrain. Ability to perform outdoor duties year round. Ability to enter confined spaces or use scaffolding, ladders, or other means to access work areas. Work Location 465 Columbus Avenue Valhalla, NY 10595 Valhalla is a hamlet in the Town of Mount Pleasant, Westchester County, NY approximately 28 miles from mid‑town Manhattan. Qualifications One year of full‑time satisfactory experience supervising employees performing project management work, such as planning, administering, managing, coordinating, or expediting, on engineering and/or architectural and/or landscape architectural projects, or supervising a construction project with a value of $1,000,000 or more, and either: A baccalaureate degree in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, plus one year of full‑time satisfactory experience in project management work. A four‑year high school diploma or its educational equivalent and five years of experience as described above. A four‑year high school diploma or its educational equivalent plus any combination of college or university education and/or experience described above to make up the equivalent of five years of education and experience. One year of experience credit will be given for (a) each 30 semester credits of college or university education leading to a bachelor's degree in the listed disciplines, (b) a Master’s degree in those disciplines, (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect, or Registered Landscape Architect. Where experience which is primarily of a design nature is not acceptable toward meeting the qualification requirements. In addition to meeting the qualification requirements for Assignment Level I, candidates must have at least one additional year of experience as described in “1” above in a supervisory capacity or have served for at least one year as a project manager for a large and/or complex construction project.
