Cayuga Counseling Services, Inc. is seeking a Full Time Director of Community Services. The Director will be responsible for strategic direction, administration, and growth of the agency's community-based programs, including Youth Mentoring Program & Kids Club. HUD Housing Programs, Non-Medicaid Care Management, County Family Care Management, and other assigned community support services.As a member of the Executive Leadership Team, the Director works collaboratively with the Executive Director and senior leadership to advance the agency's mission, develop innovative programs, ensure operational excellence, and maintain compliance with federal, state, county, and local funding requirements. The Director is responsible for program development, fiscal oversight, staff leadership, contract compliance, strategic planning, community partnerships, and continuous quality improvement across assigned divisions.The Director also partners with the Executive Director to support grant management, performance measurement, data analysis, and regulatory reporting while leading the development and implementation of new community initiatives that address identified local needs.Essential Functions: (All functions are essential unless noted otherwise)Provide strategic leadership and operational oversight for the agency's HUD Housing Programs, Non-Medicaid Care Management, Family Care Management, Youth Mentoring Program, and other assigned community-based initiatives.Serve as a member of the Executive Leadership Team and participate in organizational planning, policy development, and strategic decision-making.Develop, implement, and evaluate programs that align with the agency's mission, strategic plan, and identified community needs.Lead the development, implementation, and expansion of the agency's Youth Mentoring Program, including cultivating partnerships, recruiting mentors, and ensuring program quality and sustainability.Supervise, mentor, and evaluate program managers and assigned staff while fostering a culture of collaboration, accountability, and continuous professional development.Ensure compliance with all applicable federal, state, county, local and contractual requirements, including grant regulations, program standards and agency policies.Oversee program quality, monitor performance outcomes, and lead continuous quality improvement initiatives to enhance service delivery and organizational effectiveness.Collaborate with the Executive Director in preparing grant applications, program reports, performance metrics, and regulatory reporting, including reporting for the agency's Victim Services programs.Develop, monitor, and manage program budgets while promoting responsible stewardship of agency and grant resources.Build and maintain collaborative relationships with community partners, funding agencies, government entities, schools, healthcare providers, and other stakeholders to strengthen service coordination and expand community impact.Identify emerging community needs and pursue opportunities for new programs, funding, and strategic partnerships that support organizational growth.Represent the agency on community coalitions, advisory committees, and professional organizations while serving as an ambassador for the agency's mission and services.Support organizational accreditation, monitoring activities, audits, and quality assurance efforts to ensure compliance and operational excellence.Utilize data, program outcomes, and performance measures to inform decision-making, evaluate effectiveness, and recommend strategic improvements.Perform other duties and leadership responsibilities as assigned by the Executive Director in support of the agency's mission and strategic priorities.EducationBachelor 's degree in social work, Public Administration, Human Services, Psychology, Counseling, Business Administration, Healthcare Administration, or a closely related field required.Experience:Minimum of seven (7) years of progressively responsible leadership experience in human services, behavioral health, housing, victim services, care management, or a related fieldMinimum of five (5) years of supervisory and management experienceDemonstrated experience managing multiple federally, state, or locally funded programs and grants.Experience with program development, strategic planning, and organizational leadership.Experience developing and monitoring program budgets.Experience preparing grant reports, performance measures, and regulatory compliance documentation.Experience building collaborative partnerships with community organizations, government agencies, and funding partners.Experience leading quality improvement initiatives and using data to drive decision-making. Benefits:3 weeks PTO in your first year, 4 weeks in your second year48 hours of wellness time annually (4 hours accrue per month) that can be used any time you feel you need some time for yourself:96 hours of sick time annually (accruing 8 hours per month);Sabbatical: After 5 years of service you are eligible for 4 WEEKS PAID TIME OFF that does not go against your other PTO;10 holidays off per year + one floating holidayAgency sponsored life and dental insurance for employees, family plans are also available;6 different health insurance plans to choose from to fit your needs;EEO
