Analytical Business Analyst II

Savvee Inc. is seeking an Analytical Business Analyst II to support our federal client onsite in Washington, D.C. The ideal candidate will bring experience evaluating complex proposals, synthesizing stakeholder input, and translating detailed findings into clear, decision-ready recommendations and executive-level documentation. This individual will excel at managing competing priorities within established timelines, coordinating review activities, and ensuring high-quality analytical support for a mission-critical federal program while working closely with government stakeholders and internal team members.

Essential Functions

• Leading structured, substantive analysis of consortium proposals, including consortium structure, ownership and control information, full-stack technology package descriptions, and national interest statements, and assessing alignment with Program eligibility and review requirements.
• Applying the documented review methodology to assess proposals against minimum Program requirements and supporting compliance reviews and analytical documentation findings, deficiencies, and recommending next steps within timeframes that support the client's completeness window.
• Converting unresolved questions and dependencies into an issue-based review plan (question, evidence needed, responsible reviewer, completion point) and distinguishing applicant assertions from corroborated information and cite supporting sources.
• For each material issue, connecting evidence to the applicable criterion or policy consideration, developing a supported finding, assessing risk or impact, documenting contrary evidence, assumptions, and limitations, and recommending the next action.
• Coordinating, consolidating, and synthesizing interagency stakeholder inputs and identifying areas of agreement and disagreement, unresolved issues, dependencies, and matters requiring Government decision while continuing to preserve traceability from each comment to its disposition.
• Drafting Substantive Review Summary Reports, decision memoranda, briefings, requests for clarification, and correspondence that communicate review status, findings, risks, alternatives, and recommended actions, within timeframes that support the client's designation decision window.
• Identifying proposal-specific and cross-cutting deficiencies, risks, issues, and decision points and evaluating their potential Program impact and providing written findings, options, and recommendations for Government consideration.
• Identifying, assessing, and documenting potentially applicable export-control (EAR/ITAR) considerations and recommending Government review or referral; binding legal and regulatory determinations remain with authorized Government personnel.
• Managing clarifications, dependencies, follow-up actions, and interagency coordination for assigned proposals.
• Maintaining case management and tracking records and Government-designated proposal tracking and document management systems (98% accuracy/timeliness performance standard).
• Conducting peer review and supporting quality control across cases: verify consistent application of Program criteria, confirm source references and traceability, and ensure unresolved issues and Government decision points remain visible in final products.
• Developing, documenting, and recommending improvements to standard operating procedures, reviewing frameworks, checklists, decision-support tools, analytical frameworks, and tracking mechanisms to improve consistency, efficiency, transparency, and repeatability.
• Applying business process and system analysis, technical analysis, strategic planning, knowledge management, change management, and training support skills to help mature Program review operations and supporting Program-approved workflow automation where source information remains traceable.
• Guiding and mentoring Business Analyst I staff on assigned reviews.
• Contributing to bi-weekly status reports and monthly status and cost progress reports and attending Government meetings and complete follow-up actions by established deadlines (95% performance standard).
• Protecting proprietary, business-confidential, and Controlled Unclassified Information.
• Identifying as a contractor employee in all Government interactions and marking work products as contractor products.
• Completing all required training within 90 calendar days of contract start.
• Performing additional duties as assigned in support of evolving contract requirements and client needs.
• Understanding the organizational policies and procedures for accuracy of solutions and deliverables to the client.
• Demonstrating a commitment to quality and customer support.

Required Education and Training

Bachelor's degree

Minimum Experience and Skills Required

Four or more years of professional experience in program analysis, policy analysis, business or technical analysis, project/program management, or comparable advisory services

Excellent analytical writing skills

Ability to produce concise, traceable, decision-ready products for senior Government readers

Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook)

Must be able to work full-time onsite at the client's work location, located in Washington, D.C., and adhere to the client's working hours

Must have the ability to obtain the client's Public Trust clearance

Desired but Not Required Qualifications

Familiarity with one or more relevant mission areas: U.S. export-control frameworks (EAR/ITAR), trade or technology policy, corporate ownership/control, supply chain or vendor risk, AI or emerging technology, Federal application/proposal review, or interagency coordination

Experience drafting decision memoranda, options papers, or briefing materials for senior Federal officials

Experience with structured due diligence, research security, foreign ownership/control/influence (FOCI), or risk assessment reviews

Experience with Smartsheet, SharePoint, or similar workflow, case-management, or dashboard platforms

Prior experience supporting a Federal Government client (as an employee or contractor)

CAPM, CBAP, or similar certification

Excellent written and verbal communication skills

Exceptional organization skills

A highly motivated self-starter

Must be motivated and have excellent customer service skills
