Affordable Housing Community Manager

$25 per hour

Community Manager Responsible for overseeing complete operations of a housing community under supervision of the Regional Manager. Manages all phases of operations: personnel, leasing, maintenance, finance, administration, and risk management. On‑site leader supervises all aspects of property and staff to ensure compliance with corporate policies, safety, fair housing, and liability requirements. Desired Experience (Affordable Housing) Minimum 2 years experience with affordable housing programs such as LIHTC, HUD (Project Based Section 8, Section 236, PRAC, 811 PRA), USDA, HCD, HOME Funds and Bonds. Preferred affordable housing accreditation (HCCP, HCP‑E, COS, BOS, TCS, CPO) but not required. Regular daily on‑site attendance required. Consistent techniques & company directives to screen, hire, train, coach, and develop on‑site staff. Effective ongoing training, coaching, counseling, and guidance in compliance with training benchmarks. Weekly/daily office & maintenance staff schedules and assignments. Performance problem management with documentation, HR communication, and appropriate termination when necessary. Promote harmony and quality job performance through support and effective leadership. Ensure staff compliance with company policies and procedures. Achieve highest possible net operating income through cost control, revenue & leasing improvement; recommend strategies and adjustments based on trends. Develop yearly operating budgets/forecasts. Monitor timely receipt and reconciliation of deposits, rent collections, and charges. Monitor timely receipt, reconciliation, and coding of vendor invoices. Ensure property closeout completion and accurate owner financial reports. Strategic leasing management. Develop yearly marketing plan; utilize marketing strategies & systems. Ensure effective leasing techniques, closing, sign‑up procedures, documentation, and reporting systems. Handle resident complaints, concerns, and requests to ensure satisfaction. Implement resident retention programs (functions, promotions, newsletters). Effectively show, lease, and move in prospective residents. Maintain customer service and monitor maintenance request turnaround. Ensure property appearance and repair completion through regular inspections. Plan and use property resources, equipment, and supplies efficiently. Direct maintenance, construction, and rehabilitation activities to ensure quality and expediency. Head emergency team; respond to emergencies per guidelines to minimize liability. Education and Experience High School Diploma or equivalent; Bachelor’s degree preferred or four‑year experience in housing industry, or 1–2 years related experience and/or training; or equivalent combination of education and experience. Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred. Basic computer skills and capacity to perform on‑site software functions. Basic knowledge of Fair Housing Laws and OSHA requirements. Physical Requirements Regular standing, hand use, reaching, talking, hearing, walking, sitting, stooping, kneeling, crouching, crawling; occasionally lifting or moving up to 25 pounds. Physical demands represent those required for essential functions; reasonable accommodations may be made. License and Equipment Reliable transportation required because of emergency on‑call requirement. Salary Range $25 per hour to $27 per hour. Benefits Includes medical, dental, vision, life, accidental, and disability insurance; 401(k) with employer matching; commission and performance bonuses where applicable; paid sick days and company holidays for full‑time employees.
