POSITION : SVP – Chief Operating Officer

LOCATION : South Jordan, Utah

COMPENSATION :

Salary Range: Depending on education and experience. Also includes individual and Association performance-based variable incentive compensation. Comprehensive benefits package also provided.

POSITION SUMMARY :
The SVP – Chief Operating Officer (COO) provides strategic leadership for Western AgCredit's Appraisal, Loan Documentation, Human Resources departments, and directly manages the CSS-Team Lead. Directs loan document preparation, collateral custody, loan closings, federal disclosures, regulatory compliance, and reporting. Oversees critical credit support functions and, through the CSS Team Lead, the functional duties of Branch Credit Support Specialists. Supervises the Appraisal department to ensure effective delivery of collateral evaluations and appraisal services to the Association and outside customers. Directs human resources programs, including compensation, benefits, training, performance management, compliance, employee events, and related activities.

The COO also manages the Association's buildings and physical facilities. As a member of the executive leadership team, the COO helps develop and execute the Association's business strategies and objectives.

MAJOR RESPONSIBILITIES :

Leadership, Talent Development, and Organizational Effectiveness
• Directly and indirectly supervise professional, technical, and clerical employees, including hiring, training, coaching, performance evaluation, and development.
• Partner with Human Resources staff to create, implement, and continuously improve Association-wide training platforms and processes that support employee development, operational consistency, and organizational effectiveness.
• Administer human resources activities for direct reports, including salary recommendations and performance reviews. Recommend hiring, promotion, corrective action, or termination actions to the President/CEO.
• Establish clear performance metrics and monitoring programs; provide ongoing feedback and timely, accurate information on staffing, budgets, workflow, productivity, and other key operational results. Promote accountability, collaboration, sound decision-making, and professional development throughout the organization.
• Contribute as an active member of the executive leadership team by helping develop and execute organizational strategies, strategic directives, and key business decisions.

Loan Documentation, Appraisal, and Lending Support Operations
• Lead the Loan Documentation, Appraisal, and Human Resources departments to ensure efficient, consistent, and accountable performance.
• Directly manage the CSS Team Lead and, through the Team Lead, direct the functional duties of Branch Credit Support Specialists to promote consistent, effective credit support operations.
• Manage the Appraisal Department to ensure timely, accurate collateral evaluations and appraisal services for the Association and outside customers.

• Oversee the development and maintenance of commercial and mortgage loan support, and collateral custody procedures that ensure accurate documentation, quality control processes, required disclosures, timely reporting, and secure storage and maintenance of collateral, note, and security documents.
• Maintain expertise in commercial and mortgage loan documentation, entity documentation, title insurance, water rights, grazing rights, Uniform Commercial Code, escrow instructions, lien perfection practices, and related requirements; provide technical guidance to Association lending personnel.
• Within areas of supervision manage vendor and government agency relationships to acquire information to support the credit function.
• Have a thorough knowledge of Farm Credit Administration regulations and state laws applicable to
the organization. Recommend policy changes and maintain procedures to guide and ensure compliance.
• Serve as Association Loan Certification Officer by auditing Federal Land Credit Association loans for first-lien certification, maintaining certification procedures, and supervising assigned personnel where applicable.
• Oversee and recommend improvements to loan documentation and workflow platforms, systems, templates, policies, procedures, processes, and related technology tools to strengthen credit administration, internal controls, organizational effectiveness, and efficient execution of key operations supporting the Annual Business Plan.

Physical Assets and Facilities Management
• Manage the Association's physical assets, buildings, and facilities to support safe, efficient, reliable, and professional operations.
• Develop and administer plans, budgets, and vendor relationships for facility maintenance, repairs, improvements, security, space utilization, and capital asset replacement.
• Assume other responsibilities as assigned by the President/CEO.

KNOWLEDGE AND EXPERIENCE QUALIFICATIONS :
• Bachelor's degree in Agricultural Business, Business Administration, Finance, Economics, Accounting, or a related field.
• Minimum of 10 years of progressively responsible management experience, with preference for at least 5 years' experience in a senior leadership role with enterprise-level responsibility for strategy, operations, personnel, and cross-functional decision-making.
• Proven ability to lead and develop high-performing teams, build relationships, communicate effectively, make sound decisions, drive business growth, and implement strategic initiatives that influence outcomes across departments.
• Preference for experience in agricultural finance, commercial lending practices, Farm Credit Administration regulations and loan documentation.
• Excellent communication, negotiation, analytical, and problem-solving skills.
• Passion for serving agriculture and a strong understanding of the production agriculture industries and rural communities served by the Association.
