Energy Program Manager (WMS BAND 3)

Energy Program Manager (WMS BAND 3) Monday - Friday | 8AM - 5PM | HYBRID. This hybrid position requires on-site presence and travel to project sites as needed. Description Lead and direct the statewide Energy Program, managing $400 million in Energy Savings Performance Contracting (ESPC) each biennium and generating $5 million in annual revenue. Oversee program policies, standard project management practices, and contracts that help state agencies, universities, schools, and municipalities reduce energy and resource consumption. Serve as the agency’s technical expert on energy, sustainability, and building commissioning; analyze proposed legislation, ensure high‑quality project delivery, and represent the agency in national performance‑contracting organizations such as the Energy Services Coalition (ESC). Duties Direct, organize, and oversee the daily operations and strategic goals of the statewide Energy Program. Ensure energy savings performance contracts are completed on time, within budget, and to client satisfaction. Guarantee all projects comply strictly with state laws, agency policies, and established legal processes. Prioritize and coordinate project assignments while setting clear performance measures for project managers and the program. Monitor program performance to ensure high‑quality delivery and consistent project execution across all public facilities. Perform other duties as needed. Required Qualifications Eight (8) years of combined experience and/or education demonstrating competency related to this role, including: Qualifying experience: project manager for capital construction or energy projects. Qualifying education: major study in mechanical engineering, electrical engineering, or architecture. Knowledge of state public works laws, government policies, and the strategic missions and procedures of Washington state government. Knowledge of architectural and engineering project management, including planning, cost estimation, government budgeting, and construction contract administration. Knowledge of technical design principles for public buildings, construction materials, building methods, and diverse engineering systems. Skill to communicate effectively with engineering and architectural staff, client agencies, design professionals, and construction contractors. Skill to negotiate and communicate with senior‑level management, building officials, regulatory agencies, legislative staff, and the media. Skill to make critical decisions affecting the design and construction of major energy performance contracts and the long‑range strategic goals of the division. Preferred Qualifications Professional engineer licensed in Washington state. Extensive experience in public works contracting, budget development, strategic planning, and managing project managers. Expert‑level technical knowledge in architecture, engineering, building systems, regional energy economics, and resource conservation. Proven track record of developing, implementing, and marketing statewide energy efficiency or facility‑related service programs. Familiarity with Washington state legislative process and ability to analyze proposed bills for impact on agency operations. Self‑directed professional who manages public resources responsibly, uses Microsoft Excel and PowerPoint, and builds trust through negotiation, mediation, and collaboration.
