WHO WE'RE LOOKING FORThe Director of Real Estate reports directly to the EVP, Capital Construction, Engineering & Design. This position is responsible for the leadership to develop, organize, administer, and evaluate the Capital Metro’s real estate portfolio, and right-of-way programs and to ensure optimum efficiency and effectiveness in the oversight of real estate property and right-of-way resources to achieve the Capital Metro’s goals and objectives. The Director will serve as an advisor to the CEO/President, Senior Executive Team and other management staff on real estate and right-of-way matters. This position will perform specialized and technical work requiring thorough knowledge of City, County, State and Federal real estate laws, regulations, best practices recommendations, and transit policies and procedures. It also will require initiative and judgment to determine appropriate solutions to real estate and right-of-way issues.WHAT YOU BRING• Bachelor’s degree in Real Estate, Business Administration, or related field. Relevant experience may be substituted on a year for year basis up to four years. • Ten (10) years of progressively responsible experience in real property management, acquisition or development including the supervision and management of contractors or consultants.• Six (6) years of progressively responsible experience in right-of-way management including the supervision of construction activity within the right-of-way.Knowledge, Skills and Abilities• Extensive knowledge of real estate principles, practices, laws, and regulations, including Real Estate Law, the Texas Real Property Code, Federal Transit Administration (FTA) requirements, real property acquisition, leasing, development, grant-funded acquisitions, and relocation requirements under the Uniform Relocation Assistance and Real Property Acquisition Policies Act (Uniform Act).• Working knowledge of railroad right-of-way regulations, safety requirements, operating procedures, and design and construction methods related to utilities, streets, transportation infrastructure, and development activities within, adjacent to, and across railroad and transit-owned property.• Skill in negotiating complex real estate transactions, including property acquisitions, leases, licenses, easements, rights-of-way, and other property-related agreements.• Skill in conducting real estate feasibility analyses, due diligence investigations, land development assessments, and property management activities.• Proficiency in business software applications, financial and property management systems, databases, reporting tools, and spreadsheet applications; ability to analyze, reconcile, manage, and report complex financial, real estate, and asset data.• Ability to resolve complex technical, financial, legal, administrative, and interpersonal issues through sound judgment, strategic thinking, and effective decision-making.• Ability to manage multiple projects and priorities simultaneously; work independently; organize and maintain complex records and data; and oversee consultant, contractor, and stakeholder activities.• Ability to communicate effectively and professionally with employees, executives, public officials, regulatory agencies, contractors, property owners, tenants, and the public, while maintaining strong customer service and relationship-management skills.• Ability to handle confidential and sensitive information with discretion and demonstrate a fiduciary responsibility to Capital Metro.WORK ENVIRONMENT AND PHYSICAL DEMANDSWork is performed in an office and outside environment with exposure to inclement weather and adverse weather conditions. This position works with multiple project timelines and is responsible for managing employees performing work of a complex nature. Incumbent must have the ability to stand, walk and travel 90% throughout the workday. This position will need to have the ability to work varying shifts, days, nights, weekends, holidays, and rotating shifts, to meet the department’s needs. Must be able to safely operate a motor vehicle. Must be able to use a telephone or headset equipment. Incumbents must be able to lift and move material weighing up to 20 lbs., perform work at a computer terminal for 6-8 hours a day, and function in an environment with constant interruptions. This position may require work beyond a normal forty-hour weekly schedule. Real Estate Strategy, Transactions & Stakeholder Management• Lead and coordinate all real estate and right-of-way (ROW) activities, including property acquisition, disposition, leasing, licensing, permitting, and other real property agreements, ensuring alignment with Capital Metro’s strategic objectives and applicable policies.• Negotiate and administer agreements with property owners, railroads, public agencies, private entities, tenants, and homeowners associations (HOAs), including rates, terms, insurance requirements, and revenue-generating land-use arrangements.• Serve as the organization's primary authority and point of contact for real estate, ROW, railroad corridor access, and land-use matters, exercising delegated signature authority and coordinating escalations with Legal as required.Planning, Due Diligence & Regulatory Compliance• Direct real estate due diligence, feasibility, and land development activities, including environmental investigations, utility coordination, traffic and roadway impacts, encroachments, conceptual design reviews, and development planning.• Ensure compliance with applicable Federal, State, and local laws and regulations, including FTA funding requirements, NEPA, Uniform Relocation Act provisions, National Transit Database property reporting, and FRA railroad access and safety requirements.• Manage and approve permits, applications, and land-use requests within railroad and Authority ROW environments, serving as the single point of coordination for design, construction, and Employee-in-Charge (EIC) activities.Project Delivery, Consultant Oversight & Executive Reporting• Oversee consultants, contractors, and professional service providers, including engineers, architects, appraisers, attorneys, and surveyors; manage project work plans, deliverables, schedules, and performance.• Prepare and present project updates, analyses, recommendations, and briefings to Executive Management, leadership teams, and the Board of Directors.Financial Management, Asset Administration & Systems• Develop and manage real estate and ROW operating budgets, support long-range financial planning, and recommend policies, procedures, and best practices that improve revenue generation, operational efficiency, and cost control.• Administer real estate asset management systems and records, including property inventories, lease and license databases, asset reconciliations, monthly billing, revenue tracking, triple-net reconciliations, and coordination between property management and financial systems to ensure data accuracy and compliance.• Negotiate and administer multi-year licensing agreements on CapMetro-owned land assets that generate revenue and/or value benefit, consistent with applicable state requirements.• Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by following safety and security policies, considering safety in every action and reporting safety and security concerns.• Perform other duties as required and/or assigned.RESPONSIBILITIES - SUPERVISORY AND/OR LEADERSHIP EXERCISED: Direct and manage department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including hiring and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.
