Duties The Chief of Behavioral Health Service Line (BHSL)/Social Work Program Manager is a full-time position assigned the responsibility and oversight of the BHSL management team for the Fayetteville NC VA Coastal Healthcare System (FVACHCS). The incumbent is responsible for overseeing the practice of Social Workers, Psychiatrists, Psychologists and Discipline Leads who are Subject Matter Experts in their areas. The Chief of BHSL is also responsible for overseeing the professional practice of all clinical and administrative staff. The incumbent will perform assignments that are collateral to primary duties deemed necessary to meet the needs of the organization, VISN and VACO. Incumbent makes independent professional decisions and recommendations to the Chief of Staff (COS). Incumbent serves as a liaison to other Service or care-lines within the organization related to BHSL. The Chief of BHSL will provide management and supervision to various clinical staff and clinical operations within the BHSL. The incumbent must be licensed in a state at the advanced practice level and must be able to provide supervision for licensure. The Chief of BHSL should have at least two years in an area of specialized social work practice in mental/behavioral health. The incumbent coordinates BHSL programming implementation within multiple clinical services across all campus locations within the FVACHCS, including but not limited to Social Work, Psychology, Psychiatry and other mental health providers as needed. The incumbent may provide, monitor and supervise clinical interventions to Veteran populations served by each program. The incumbent is ultimately responsible for making decisions regarding labor issues presented by subordinate supervisors and managers. Incumbent collaborates with others in negotiating, deciding upon, and/or coordinating clinical practice and related changes affecting other programs. The Chief of BHSL advises Care Line Managers/Chiefs on problems involving the relationship of behavioral health activities to the various units and programs. The Chief of Behavioral Health Service Line will also provide consultation on social work qualification standards, social work practice, social work competency, social work productivity, and social work continuing education. The Chief of BHSL is under the direct supervision of the Chief of Staff and/or the Chief of Staff's Designee who has the authority to complete the performance appraisal. It is the incumbent's responsibility to solicit consultation as appropriate. The Chief of BHSL's ongoing performance will be reviewed through direct supervision, reports, review of work, and information from others such as the VA facility leadership team and department leaders. The incumbent may seek consultation from other Clinical Chiefs, Clinical Center Managers, Regional Counsel, Business Services, Fiscal and Human Resource Management Services, for unusual and/or complex administrative and clinical complications. Qualifications Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. English Language Proficiency. In accordance with 38 U.S.C. 7402(d), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. Master's degree in Social Work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in Social Work. Licensed or certified by a state to independently practice social work at the advanced practice level which included an advanced generalist or clinical examination, unless they are grandfathered by the state in which they are licensed to practice at the advanced practice level (except for licenses issued in California, which administers its own clinical examination for advanced practice) and they must be able to provide supervision for licensure. Grade Determinations: In addition to the basic requirements stated above, the following qualification criteria must be met. Experience: The social worker at the GS-15 grade level must have at least four years of experience as a VA clinical social worker with at least one-year equivalent to the GS-14 grade level. The social work program manager must evidence possession of progressively higher supervisory and management skills. Experience must demonstrate possession of advanced practice skills in administration, demonstrating progressively more professional competency skills and judgment. The individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must fully meet the KSAs for the GS-14 grade level and demonstrate all the following professional KSAs: Ability to manage and direct unusually large interdisciplinary programs, complex organizational units, apply effective management practices, plan, design, implement, and evaluate a program(s) that encompasses a wide range of facility/healthcare system/VISN/CO activities. Ability to oversee issues related to budget projections and participate with senior leaders from the governing body, management and staff in upholding the facility mission, vision, value and strategic plan to include directly interacting with elected officials on VA related issues/concerns (i.e., members of Congress, Veterans Service Organizations, State and Local entities). Knowledge in establishing policy, procedures and quality monitors while considering multiple priorities, funding sources, and varying resources. Skill in assessing need for basic and complex services across multiple programmatic patient care venues, coordinate and expand the efforts of multiple program elements across a complex system. Knowledge to complete all program evaluations and documents required by the medical center, VISN and VHA Central Office, ensuring compliance with appropriate accrediting bodies such as The Joint Commission (TJC), Commission on Accreditation of Rehabilitation Facilities (CARF), and Association for the Accreditation of Human Research Protection Programs (AAHRPP). Ability to orient, teach and serve as a consultant to other medical center staff and trainees and assists in their formulation of the clinical social work characteristics and appropriate treatment expectations regarding Veterans, family members and caregivers. Skill in balancing responsibilities in a complex environment and to work with great autonomy, set priorities and delegate tasks, meet multiple deadlines; analyze complex organizational problems and develop and implement effective solutions for those problems. Ability to promote and effectively manage a workforce which embraces the values and needs of all individuals through long-term commitment, strategic and business planning, education, experience which broadens the mindset and by fully managing human resources. Physical Requirements: The incumbent must be able to perform all activities of the position without restriction. This position may involve standing, walking, stooping, bending, reaching, lifting, and turning. The work may involve going up and down flights of stairs.
