The Naval Power organization is looking to hire an Ultra Chief Engineer to execute the development and production of a common Electronics Assembly (Ultra) that meets the performance needs of multiple adopting programs. This includes driving the execution of Ultra Blk 1 through the transition to production and increased production rate phase in addition to driving Ultra Blk 2 through development and transition to production. The Ultra CE will lead a multi-disciplinary team in the management of the cost, schedule, performance, and risk of this stack that is critical to the performance of multiple franchise programs within Raytheon, impacting multi-billion dollars of business. The primary product of the Ultra program is the Ultra Electronics Assembly, which integrates a complete radar exciter/receiver, advanced signal processing capabilities, navigation capability, and flexible internal and external interfaces. The Ultra CE will be responsible for defining and driving an execution strategy that will enable the team to eliminate technical debt from early design efforts while also delivering a quality product to current adopting programs for a wide range of development testing, flight testing and early fielded units. The Ultra CE will also be the primary technical interface with both internal and external customers to communicate and align technical issues, risk position, and negotiating needs across these programs to maintain a common product. This position is 100% onsite in Tucson, AZ. What You Will Do Establish and manage a product vision, strategy, and goals to align with multiple Programs/Customers and facilitate conflict resolution. Ensure technical integrity and engineering execution across the IPT and other functions to meet and/or exceed cost, schedule, and technical requirements Primary technical point of contact with senior customer counterparts, internal senior program management and engineering leadership. Influence and align internal and external customers on the technical capabilities, technical risks and common architecture needs. Support the capture of new business and influence technical and product line roadmaps, ensuring they are reflected in program planning and execution. Plan out and lead the incremental break-in of upgrades and system improvements. Drive positive change within the production environment as a key stakeholder in Failure Review Boards, FRACAS activities and other continuous improvement efforts. Technically engage with major subcontractors and partners to ensure product deliverables. Direct a team of multi-disciplined engineers in support of product development and production. Provide technical advisory disposition for Export / Import (EXIM) compliance. Qualifications You Must Have Typically requires a bachelor’s degree in science, Technology, Engineering, or Mathematics (STEM) and a minimum of 12 years of prior relevant experience unless prohibited by local laws/regulations. Experience with system development and design, requirements development, management, verification, system integration and test, and production. Experience working on modular systems architectures and product lines. Experience as a technical leader who can develop work plans and drive execution. Experience leading engineering teams. Experience managing resources with multi-million-dollar annual budgets. Experience in strategic development, customer interface, or contract capture in the Defense Industry. Active and transferable U.S. government issued Secret security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance. Qualifications We Prefer RMD Level 3 Certified Chief Engineer. Excellent communication, technical writing, oral presentation, and interpersonal skills. Experience in leading and executing the design, development, and production of complex system architecture. Demonstrated experience across the product lifecycle, including concept development, architecture, design, integration, verification, and production. Proven ability to develop effective internal and external customer relationships to ensure customer satisfaction and continued business. Direct experience with Engineering Risks and Opportunities (R&O) Management. The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels.
