Technologist (Medicaid and other public benefit systems) Join TechTonic Justice as a full‑time, location‑agnostic Technologist focused on state‑based advocacy to minimize harms from recent Medicaid reconciliation changes and to oppose harmful AI decision‑making in public benefits, housing, employment, education, domestic violence, and child welfare. Responsibilities Write accessible materials on Medicaid work requirements, eligibility checks, and other technical changes for state advocates and officials. Hold interactive support sessions focused on technical issues for state advocates. Provide individualized strategic assistance to state advocates and, where feasible, state officials for identified state‑level challenges. Contribute to workshops, lunch‑and‑learn sessions, policymaker briefings, and other convenings on implementing Medicaid changes. Support allied organizations on Medicaid change issues requiring technical expertise. Devisie a data‑collection strategy to empower advocates to track and highlight people erroneously terminated from Medicaid due to changes. Coordinate with other technologists willing to support TTJ’s advocacy on a pro bono basis when additional technical capacity is needed. Contribute to TTJ’s ongoing education, organizing, strategic assistance, public education, and other advocacy by providing accessible technical information about AI and related technologies, actionable research on emerging AI uses, and technology‑enabled advocacy responses on core issue areas. Qualifications Extensive experience developing, designing, maintaining, or overseeing major public sector technology projects for state‑administered public benefit programs such as Medicaid (preferred), SNAP, or Unemployment Insurance. Deep knowledge of program rules for Medicaid (preferred), SNAP, or Unemployment Insurance and how those rules are operationalized through technology. Deep understanding of how Artificial Intelligence (and associated innovations such as large language models, supervised or unsupervised learning inference methods, rules engines, and other forms of process automation) are or could be implemented in public benefits programs, including attendant risks and benefits. Familiarity with government decision‑making processes related to public benefits technology, including procurement, development, testing, deployment, post‑deployment operations, and the leverage points throughout that advocates outside of government can use to inform and shape agency action. Familiarity with state data sources and possible uses of and threats implicated by such data in Medicaid, such as state wage and unemployment data, IRS data, SNAP data, TANF data, PARIS, private data sources, NDNH, BENDEX, SDX, MMIS, and others. Exceptional interpersonal, communication, and collaboration skills to convey technical information to audiences with non‑technical backgrounds through written materials, one‑on‑one or small‑group consultations, and workshop or conference presentations. Networks of state officials, state vendors, and subcontractors to communicate ways to minimize harm to Medicaid recipients. Independent initiative, time‑management skills, follow‑through, and flexibility needed to thrive in a fluid startup nonprofit environment. Comfort articulating the intersections between poverty, race, ethnicity, sex, gender, sexual orientation, language, age, disability, and related characteristics. Emotional intelligence, empathy, and righteous fury. Other Valued Attributes Experience in advocacy, including paid roles, volunteer efforts, or workplace organizing.
