Lead Program Financial Analyst II

One Federal Solution is seeking a Program Financial Analyst II (Lead) to provide financial analysis, budget formulation and defense support, financial execution, IT systems management, stakeholder coordination, and programmatic leadership support. The Program Financial Analyst II (Lead) will assist the BFM with budget defense, financial execution, IT procurement, data reconciliation, team workload management, and contractor personnel leadership. Key Responsibilities Budget Formulation & Defense Support: Assist the BFM in defending budgets by preparing and analyzing financial packages, impact statements, and documentation for program and budget reviews. Financial Execution & IT Systems Management: Track IT expenditures, manage budget data in financial systems (e.g., PBIS-IT, NAVITAS), analyze execution data, and manage the IT procurement request process. Data Reconciliation & Stakeholder Coordination: Coordinate with stakeholders to gather data and with comptroller organizations (e.g., DFAS) to ensure accurate financial data reconciliation. Programmatic & Administrative Lead Support: Manage the workload for the BFM’s analyst team, maintain daily tasker trackers, document business processes, and provide backup support to the financial team as required. Required Qualifications Strong interpersonal skills with the ability to work effectively as a team member and independently. Proven experience as a team leader, directly overseeing contractor personnel in a government contracting environment. Demonstrated ability to manage team performance, provide constructive feedback, and resolve personnel issues effectively and professionally. Ability to critically analyze complex information, identify core problems, evaluate potential solutions, and drive resolution to ensure smooth contract operations. Demonstrated ability to train and mentor team members, ensuring they are well-equipped with the knowledge of procedures, policies, and regulations required to succeed. Education & Experience Master’s degree in Finance, Business Administration, Public Policy, or a related field from an accredited institution and at least seven (7) years of recent experience in program management, financial analysis, or management consulting within the Department of Defense (DoD) or Department of the Navy (DON). OR The requirement for a degree may be waived if the Program Financial Analyst II has a high school diploma or equivalent and at least ten (10) years of recent experience in program management, financial analysis, or management consulting within DoD or DON.
