Howell Engineering, a Civil Engineering/Land Planning Firm, is seeking a Director of Engineering to lead our land development engineering projects in our Mechanicsburg, PA office.

The Director of Engineering will provide strategic leadership, technical oversight, and operational management for the firm's engineering department. This role involves managing a team, ensuring technical excellence, overseeing project delivery, nurturing client relationships, and supporting business development initiatives. The ideal candidate will possess deep expertise in civil engineering related to land development, have experience managing multidisciplinary teams, and demonstrate exceptional leadership and communication skills.

Essential duties and responsibilities include:

• Leading and managing all aspects of land development projects, including site planning, grading, drainage, utilities, roads, and infrastructure.
• Developing and implementing departmental goals aligned with the company's strategic plan.
• Serving as a technical mentor to a team of engineers, providing guidance and support in design, problem-solving, and professional development.
• Preparing and reviewing cost estimates, technical reports, plans, specifications, and permit applications for submission to regulatory authorities.
• Ensuring consistent delivery of high-quality, on-time, and within-budget project performance.
• Managing relationships with clients, stakeholders, and regulatory agencies to ensure clear communication and a seamless approval process.
• Attending client meetings, public hearings, and industry events as needed to represent the firm and promote its services.
• Developing new client business relationships and strengthening existing client relationships.

Qualifications include:

• Professional Engineering license active in the state of Pennsylvania, and the ability to obtain reciprocity.
• 10+ years of relevant engineering design experience with at least 5 years in a senior or principal engineering role.
• Working knowledge of Autodesk Civil 3D and other design and modeling software.
• Strong knowledge of local, state, and federal regulations affecting land development, including zoning, permitting, and environmental requirements.
• Must be knowledgeable in Microsoft Office suite.
• Exceptional project management skills, including the ability to lead and manage multiple projects simultaneously.
• Excellent presentation skills - must be comfortable presenting to clients and stakeholders.
