Responsibilities The Administrative Office of the U.S. Courts (AO), Acquisition Management Office (AMO), Acquisition Policy and Training Division is seeking talented individuals with a passion for procurement, a commitment to providing excellent customer service, the ability to think creatively, and the capability to leverage information technology to improve acquisition processes and outcome. The Acquisition Policy and Training Division manages a comprehensive procurement program for the entire federal judiciary. The Procurement Analyst provides support to AO and court-units stakeholders by providing customer service, guidance, and training on a wide range of subject, including acquisition systems and tools, training certifications, and purchase card procedures. The incumbent performs senior procurement analyst assignments and manages a wide range of procurement actions. The ideal candidate demonstrates a self-starting, proactive approach to assignments, has a proficient understanding of federal contracting and acquisition processes, and possess strong knowledge of information technology concepts, systems, and procurement requirements. This position reports to the Policy and Training Branch Chief. Candidates holding the FAC-C Professional Certification, or a FAC-C Contracting Officer's Representative Certification, or a comparable DAWIA or industry certification are encouraged to apply. The duties of this position include, but are not limited to: Managing and overseeing the Judiciary's Contracting Officer's Representative certification program, including performing AO Contracting Officer warrant manager duties. Serving as Small Agency Representative (SAR), navigating the Corner Stone on Demand Platform, and representing the Judiciary at Small Agency Council meetings. Serving as COR on AO contracts. Leading information technology meetings with contractors and AO stakeholders to support IT system modernization implementation, resolve outstanding technical challenges, and establish effective change management procedures. Managing, tracking, and troubleshooting large volume of business requirements for system development and technical enhancements. Leading, planning, developing, and disseminating procurement training for court personnel nation-wide (in-person, virtual, and hybrid formats), including developing and maintaining online acquisition workforce development training courses using innovative and adaptable technologies. Coordinating IT system deployments and launches, including the Judiciary's financial management system's contract writing module and other government acquisition and procurement system such as G-Invoicing and the Invoice Processing Platform. Conducting user acceptance, vulnerability testing, demonstrations, and system training for critical IT systems to facilitate modernized implementations with extensive user bases. Providing procurement policy guidance and support to the Judiciary's nationwide acquisition workforce. Supporting the development of the Guide to Judiciary Policy (Vol. 14) procurement policies, forms, and manuals. Supporting and performing oversight activities for the Judiciary's nation-wide government purchase card program. You will be required to serve a trial period if selected for a first-time appointment to the Federal government, transferring from another Federal agency, or serving as a first-time supervisor. Failure to successfully complete the trial period may result in termination of employment. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation. Qualifications Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions. Specialized Experience: Applicants must have at least one year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrate experience in ALL areas defined below: Interpreting and implementing procurement policies and regulations, including delivering clear and concise memos, bulletins, training, or communication materials and presentations. Leading the implementation, enhancement, and governance of enterprise IT systems, such as a contracting writing module within an integrated financial management system or other acquisition-related system, while coordinating with diverse stakeholders and managing complex business requirements. Analyzing and resolving issues involving procurement programs, processes, policies, and/or procedures, including reviewing and/or managing contracting documentation and contract requirements. Applicants with the following certifications are highly desired: Federal Acquisition Certification in Contracting Professional Certificate (FAC-C) Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Digital IT Acquisition Professional Program (DITAP) certification Certification: Applicants without FAC-C certification may still apply and be selected but must achieve certification within 24 months of appointment. Education In addition to meeting the specialized experience described above, applicants must meet the following educational requirements to be placed in this job series at this level. Basic Requirement: A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
