NATURE OF WORK This classification involves directing the inspection and plan review process of mechanical installations for compliance with the Florida Building Code for the City. An employee in this position inspects, plans, assigns, and directs work of inspectors and examiners; ensures assigned staff engages in reviewing, inspecting, and testing of mechanical installations, equipment, and appliances according to specifications and codes; reviews plans prior to issuance of a mechanical permit; and works with contractors, builders, and owners regarding approval/disapproval of plans. This position also furnishes technical advice and assists in preparation of prosecution for code violations. ESSENTIAL JOB FUNCTIONS Supervises inspections of new and existing mechanical system installations for conformance with the requirements of the Florida Mechanical Code and other applicable codes. Reviews the mechanical sections of construction plans submitted in support of applications for building permits; reviews the separate working drawings, plans, shop drawings, etc., submitted in support of applications for mechanical permits for compliance with applicable codes and ordinances. Annotates plans to indicate any deficiencies and requires plans correction prior to installation of mechanical systems. Makes on‑site inspections of mechanical systems during installation in new residential, commercial, and industrial buildings and structures for conformance with codes and standards; ensures that all deficiencies are corrected prior to release of the system for use. Assists mechanical inspectors/examiners in solving difficult field inspection problems and in examination and interpretation of mechanical diagrams and plans. Conducts inspections for new and existing buildings and structures for conformance with codes and standards; requires corrections of any deficiencies. Conducts continuing review of all codes, standards, laws and ordinances pertaining to mechanical installations in buildings or structures; establishes and maintains files and records concerning inadequacies found in existing codes and standards; prepares recommendations for additions deletions, revisions, or amendments to codes and standards to secure health, sanitation, general public safety/welfare by regulating installation and maintenance of all mechanical equipment and installations. Assists in the preparation for prosecution of code violators and represents the City at court hearings. Explains and interprets building and mechanical specifications to contractors and other interested parties. Confers with supervisor on general policies related to department policy, special assignments, and related matters. Provides exemplary customer service. Demonstrates a polite, helpful and courteous manner when engaged in any activity involving the public while demonstrating an understanding, consideration, and respect for cultural, religious and gender differences. Performs related work as required. EDUCATION Graduation from an accredited high school or possession of a GED equivalency diploma. EXPERIENCE Extensive related work experience. NECESSARY SPECIAL QUALIFICATIONS Must possess a valid driver’s license with an acceptable driving record. Must obtain a valid Florida driver’s license prior to hire. To be eligible for appointment as a Chief Mechanical Inspector: Must meet the requirements of Chapter 1, Sections 104.6 through 104.6.2, of the current Broward County Amendments to the Florida Building Code. Must be able to possess a certification issued by the Broward County Board of Rules and Appeals as the Chief Mechanical Inspector for the City of Sunrise. PHYSICAL REQUIREMENTS Work Environment Work is performed in various environments including conducting inspections in the field at various public locations within the City. Shifts and work hours may vary and may include evenings, weekends and holidays. Somedutiesmay require exposure to adverse environmental conditions including but not limited to adverse environmental conditions, varying temperatures, inclement weather . May be required to perform work at locations with exposure over, in and around water, which may not be accessible to the physically handicapped. Physical Must have sufficient strength and agility to perform some lifting, kneeling, bending, reaching and climbing steps or ladders. Sitting or standing for prolonged periods of time required. Ability to climb, balance, bend stoop, squat, kneel, crouch, crawl, reach, push and/or pull, twist and make repetitive hand movements.Ability to load, carry, lift, push and/or pull objects weighing up to 50 pounds. Must have the ability to operate a City issued motor vehicle. Sensory The ability to perceive and differentiate visual cues or signals. Tasks require the ability to communicate orally and in writing. Requires ability to adapt to frequent changes in workload and to adjust priorities quickly as circumstances dictate while completing tasks within established time frames. It also requires interaction with employees from all City departments/divisions and the general public. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of the methods and practices involved in constructing, installing, and operating a variety of mechanical installations, equipment, and appliances. Knowledge of standard testing devices applicable to position. Knowledge of possible defects and faults in mechanical equipment and of effective corrective measures. Knowledge of the materials and methods used in mechanical construction and of the stages of construction when possible, defects and violations may most easily be observed and corrected. Knowledge of the codes and regulations governing mechanical work in the City. Skill in operation of computer equipment and tablet, including standard PC applications, electronic plan review software and inspection software. Ability to read and interpret construction and mechanical diagrams, plans, and blueprints and to recognize deviations from such plans in the construction and installation processes. Ability to diagnose defects and hazards in the new and old mechanical installations, equipment, and appliances. Ability to plan, assign, supervise, and review the work of the staff engaged in inspecting mechanical installations and equipment in a manner conducive to acceptable performance and high morale. Ability to enforce code regulations firmly, tactfully, and impartially. Ability to supervise records maintenance. Ability to prepare and submit reports. Ability to express one’s self clearly and concisely, both orally and in writing. Ability to recommended changes, revisions, additions, deletions, or amendments to codes, ordinances, and standards pertaining to installation, maintenance, and operation of mechanical systems. Ability to work in harmony with supervisors, co-workers, other City employees, and appointed boards. Ability to use diplomacy and tact in the working relationships with developers, contractors, owners, suppliers, and trades representatives. Ability to operate a City-issued lightweight motorized vehicle Ability to manage multiple, high-priority assignments. Ability to establish and maintain effective working relationships with management, City officials, supervisors, co-workers, other City employees, vendors, the general public and other outside organizations with the goal of fostering positive employee relations and employee morale. Ability to meet the public, and explain and enforce regulations firmly, tactfully and impartially, sometimes in stressful or emotional situations. Ability to work in a fast‑paced environment and use tact and independent judgement to address escalated situations.
