Junior Project Manager

Under broad supervision, manages projects through the full life cycle from project definition through implementation of project deliverables. Creates collaborative partnerships with internal and external team members to accomplish project objectives. The Enterprise Project Manager is responsible for leading, coordinating, and implementing projects for the Emphasys software system that supports the Housing Finance and Development Division's database platform. The EPM will complete the final implementation stage, including testing and closeout, for three modules: IM&C/Development, Compliance, and Loan Servicing. The software onboarding is approximately 60%–70% complete, and this role will focus on successful completion and transition.

Expected extension up to 12 months

8-hour workday, starting between 7:00 AM and 9:00 AM and ending between 4:00 PM and 6:00 PM (with a 1-hour lunch)

Hybrid position requiring at least 2 days per week in the office for meetings, updates, and other in-person activities.

Lead planning, execution, and delivery of software onboarding and implementation activities.

Develop and maintain project plans, objectives, timelines, milestones, and deliverables to ensure successful completion.

Coordinate cross-functional teams to ensure alignment with organizational goals and priorities.

Conduct internal team meetings and facilitate weekly meetings with the Emphasys software vendor.

Ensure projects comply with federal, state, and local housing finance regulations and program requirements.

Monitor project progress, identify risks, and implement mitigation strategies.

Serve as the primary liaison between internal departments, leadership, vendors, consultants, external partners, and stakeholders.

Identify opportunities to improve project delivery, operational efficiency, and business processes.

Bachelor's degree in a related field from an accredited college or university, such as Business Administration, Business Management, or related discipline (Equivalent combinations of education and professional experience may be considered.)

3+ years of experience onboarding software solutions for organizations with demonstrated project delivery success.

3+ years of leadership experience managing project teams.

Proficiency with project management and collaboration tools, including Jira.

Strong organization, planning, and time management skills.

Ability to quickly identify issues, analyze problems, and implement effective solutions.
