Position Title: Transportation Director

Location: SWHRA Central Office, Chester County

Work schedule - 8:00 a.m. - 4:30 p.m. 5 days per week

37.5 hours a week

Salary: $75,000-$85,000 annually

Department Overview


Southwest Human Resource Agency (SWHRA) Transportation provides safe, reliable curb-to-curb transportation services throughout our eight-county service area. Our Transportation Department is committed to delivering quality public transit services while ensuring compliance with all applicable federal, state, and local regulations.

Position Summary


The Transportation Director provides leadership and oversight for all operations of SWHRA's multi-county public transportation program. This position is responsible for strategic planning, budget administration, regulatory compliance, staff leadership, fleet oversight, and continuous program improvement. The Director works collaboratively with agency leadership, community partners, funding agencies, and public officials to ensure safe, efficient, and customer-focused transportation services throughout the region.

Primary Responsibilities

  • Provide overall leadership and management of the Transportation Department.
  • Develop, implement, and maintain transportation policies and procedures.
  • Ensure compliance with federal, state, local, and funding source regulations.
  • Develop, administer, and monitor the department's annual operating budget.
  • Supervise, mentor, evaluate, and support transportation staff.
  • Collaborate with Human Resources on recruitment, employee relations, and personnel matters.
  • Build and maintain relationships with contractors, funding agencies, transit providers, and community partners.
  • Represent the agency on transportation committees, advisory groups, and professional organizations.
  • Oversee fleet maintenance, vehicle procurement, and capital expenditures.
  • Research and implement operational and technology improvements to enhance transportation services.
  • Investigate and resolve operational, contractual, and customer service issues.
  • Perform other related duties as assigned.
Technical Skills and Experience Required


Qualifications, technical skills, experience, and knowledge required for this position include:

  • Graduation from an accredited four-year college or university with a B.A. Degree in Business Administration, Public Administration, Transportation or related field; experience managing a large program and supervising the activities of a large staff (preferably in public transit); very strong decision making, analytical, and organizational skills; strong communication and interpersonal skills; experience developing and monitoring a large budget; or any equivalent combination of education and experience to provide the following knowledge, abilities, and skills:
  • Extensive knowledge of the logistical and operational aspects associated with managing a large rural public demand-responsive multi-county public transit system.
  • Extensive knowledge of all administrative functions including the development and implementation of policies and procedures, supervision and direction of staff, and the development and organization of office and administrative functions.
  • Extensive knowledge of budget preparation and monitoring, including cost allocations, reconciliation of accounts, and capital expenditures.
  • Extensive knowledge of the Federal Transportation Authority and Tennessee Department of Transportation rules and regulations pertaining to the operation of a public transit system.
  • Extensive knowledge of the rules and regulations regarding participant eligibility to receive public assistance for transportation needs, including TennCare, Access to Jobs, FamiliesFirst, and Title VI.
  • Extensive knowledge of other federal and state regulations impacting the provision of public transportation, including ADA and OSHA.
  • Ability to effectively supervise and direct the activities of a large staff located in several satellite offices.
  • Ability to develop effective policies and procedures to ensure compliance with existing rules and regulations governing program operations.
  • Ability to establish effective goals and objectives for the transportation program and enlist the support of staff in order to achieve them.
  • Ability to analyse detailed financial data and develop and implement effective program controls and policies to ensure accurate financial information.
  • Ability to research and analyse appropriate system upgrades to enhance the quality and level of service to clients.
  • Ability to communicate and work effectively with agency staff, co-workers, program participants, contractors, vendors, community partners, funding agencies, and federal, state, and local officials while maintaining a high standard of professionalism and customer service.
  • Ability to make effective and timely decisions in response to issues and/or concerns raised by contract providers, staff, clients, local and state officials, social service providers, etc.
  • Ability to organize personal time and activities to meet multiple job demands and effectively supervise staff located in several satellite offices.
  • Skill in analysis and interpretation of financial and performance-related program data.
  • Possession of a valid Tennessee Driver's License with F endorsement and the ability to be insured at standard vehicle liability rates.
  • Certification by the Federal & Tennessee Public Transportation Association in public transportation-related courses.

Employment is contingent upon successfully passing a criminal background check, pre-employment drug screen, and possessing an acceptable Motor Vehicle Record (MVR) in accordance with agency policy.
