Required Qualifications:
- Bachelor's degree in Education, TESOL, Adult Education, Educational Leadership, or a closely related field.
- Two years of experience in Adult Education, ESOL, workforce development, educational administration, or a related field.
- Master's degree in a closely related field.
- Experience supervising faculty or staff.
- Experience with Adult Education performance measures, accountability systems, and compliance requirements.
- Experience with grant management and community collaborations.
- Bilingual proficiency in Spanish, Haitian Creole, or another language.
- Managerial: Provides leadership, direction, and operational oversight for ESOL programs across multiple campuses and instructional sites. Supervises ESOL faculty and staff; assists with budget planning, resource allocation, and stewardship of program resources; and leads the implementation of policies, procedures, and program initiatives to support student success and organizational goals. Develops, monitors, and evaluates annual enrollment, retention, persistence, and performance goals, utilizing data to drive continuous program improvement and accountability. Participates in strategic planning and institutional initiatives; conducts and/or facilitates staff meetings to communicate information, establish expectations, and support operational effectiveness. Collaborates with the SAE ABE/GED Program Manager, SAE Transition Specialist, SAE Coordinator, and other stakeholders to ensure coordinated and effective program services. Provides leadership in the development, coordination, implementation, and expansion of Integrated Education and Training (IET) and other innovative programming within the area of responsibility. Represents the School of Adult Education at institutional, community, and professional meetings, conferences, and seminars. Supervises, develops, and evaluates assigned faculty, Learning Specialists, and support staff to ensure high-quality instructional and student support services.
- Faculty and Learning Specialist Leadership: Leads the recruitment, screening, interviewing, recommendation, onboarding, scheduling, and ongoing support of ESOL adjunct faculty. Provides instructional leadership, coaching, mentoring, and professional guidance to support faculty effectiveness and student success. Conducts classroom observations, evaluates instructional practices, and facilitates continuous instructional improvement efforts. Coordinates with faculty to identify and resolve classroom needs related to curriculum, instructional materials, technology, equipment, and student support services. Supports the implementation of curriculum, educational technologies, and evidence-based instructional practices. Identifies, communicates, coordinates, and monitors required training and professional development opportunities, while tracking faculty participation and engagement to support program quality and compliance. Recruits, supervises, schedules, trains, and supports part-time hourly Learning Specialists assigned to ESOL and School of Adult Education instructional support functions. Provides onboarding, role clarification, coaching, and ongoing performance feedback; coordinates Learning Specialist coverage based on program needs; reviews and approves payroll vouchers or related documentation as assigned; and ensures Learning Specialists complete required training, certifications, and compliance expectations.
- Student Success and Retention: Provides guidance and support to School of Adult Education students through academic and career exploration, advising, registration, tuition assistance processes, and other student services activities. Collaborates with faculty and staff to develop and implement student retention, persistence, and completion strategies that promote student success. Assists in the resolution of escalated student concerns and identifies appropriate interventions to support student engagement and achievement. Supports student transitions to postsecondary education, workforce training, employment, Integrated Education and Training (IET) programs, and other pathways aligned with student goals. Monitors student needs and trends to inform continuous improvement efforts and enhance the overall student experience.
- Data Analysis, Compliance, and Reporting: In collaboration with School of Adult Education leadership, Institutional Research, and other stakeholders, develops, maintains, analyzes, and reports program data to support strategic planning, performance monitoring, and continuous improvement efforts. Monitors enrollment, measurable skill gains (MSGs), post-testing rates, attendance, completion outcomes, and other key performance indicators to evaluate program effectiveness and identify opportunities for growth. Analyzes data trends and implements improvement strategies to support student success and achievement of institutional and grant performance goals. Assists in the preparation and submission of reports, records, and documentation required for state, federal, institutional, and grant-funded programs. Supports compliance with applicable state and federal regulations, grant requirements, policies, and accountability measures. Assists with audits, monitoring activities, corrective action plans, data validation efforts, and other quality assurance processes to ensure the accuracy, integrity, and effectiveness of program operations.
- Community Engagement and Program Development: Develops, maintains, and strengthens collaboration with employers, workforce agencies, community organizations, educational institutions, and other stakeholders to support School of Adult Education and ESOL program goals. Leads outreach, recruitment, and community engagement efforts designed to increase program awareness, student enrollment, retention, and participation. Represents the School of Adult Education within the community and serves as a liaison to external stakeholders to identify opportunities for collaboration and resource development. Supports the development, implementation, expansion, and continuous improvement of Integrated Education and Training (IET) programs and other innovative educational initiatives. Identifies emerging community, workforce, and student needs; evaluates opportunities for program growth and enhancement; and recommends strategies to expand services, strengthen collaborations, and improve student outcomes. Coordinates and participates in the development of recruitment materials, presentations, and communications that promote program offerings, activities, and special projects.
- Grants and Special Projects: Assists with the development, implementation, administration, reporting, and compliance of grant-funded programs and special initiatives that support ESOL students and program objectives. Researches and evaluates funding opportunities from federal, state, local, and private sources to identify resources that enhance program services, student success, and workforce development efforts. Participates in grant-writing, proposal development, and program planning activities in collaboration with School of Adult Education leadership and institutional stakeholders. Monitors grant activities to ensure compliance with applicable requirements, performance measures, reporting deadlines, and fiscal guidelines. Supports the implementation and evaluation of special projects and innovative initiatives designed to improve student outcomes, expand program offerings, and advance strategic priorities.
- Other duties and special projects as assigned and directed by the President or their designee.
- Knowledge of Adult Education and ESOL program operations, performance measures, accountability systems, and best practices.
- Knowledge of applicable state and federal regulations, grant requirements, and compliance standards related to Adult Education programs.
- Strong organizational, project management, interpersonal, and customer service skills, with the ability to manage multiple priorities and meet established goals and deadlines.
- Ability to analyze, interpret, and apply program performance data to support strategic decision-making, continuous improvement, and student success initiatives.
- Ability to develop, implement, monitor, and evaluate strategies that improve enrollment, retention, persistence, and performance outcomes.
- Ability to supervise, coach, mentor, and support faculty and staff while fostering a collaborative and high-performing work environment.
- Ability to organize work independently, exercise sound judgment, and effectively manage competing responsibilities.
- Excellent verbal, written, presentation, and interpersonal communication skills, with the ability to communicate effectively with students, faculty, staff, and internal and external stakeholders.
- Ability to establish and maintain effective working relationships with internal and external stakeholders, including employers, community organizations, and educational agencies.
- Ability to adapt to changing priorities and organizational needs while maintaining professionalism and a commitment to student success.
- Proficiency in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook.
- Proficiency with educational technologies, student information systems, data management systems, and reporting tools.
- Ability to research, interpret, and apply policies, procedures, and regulatory guidance to support program operations and compliance requirements.
