Position Information Public Service Coordinator II – Senior Financial Analyst Department: Department of Health and Human Services (DHHS) Location: Augusta (partial telework available with manager approval) Salary: $71,843.20 – $101,587.20 per year Position Number: 02022-8113 Grade: 30 (Confidential) Core Responsibilities Analyze MaineCare financial data to forecast expenditures, revenue collections, and emerging fiscal trends. Propose and draft necessary budget initiatives to ensure adequate funding for the MaineCare program, responding to federal and state policy changes such as adjustments to the FMAP rate. Provide strategic financial analysis and recommendations to support budget development, financial planning, and policy decisions. Assist in developing legislative initiatives and drafting statutory changes related to financial and budgetary policy. Collaborate with teams across state government to improve financial outcomes and operational efficiency. Communicate complex financial information and analyses to technical and non‑technical audiences, including executive leadership, through written reports and presentations. Validate, reconcile, and maintain the integrity of financial data within and extracted from departmental data systems to support accurate reporting and decision‑making. Manage multiple high‑priority projects simultaneously, establish priorities, and consistently meet deadlines in a fast‑paced environment. Minimum Qualifications Eight (8) years of combined education and/or experience, including a Bachelor’s Degree in Business Administration, Statistics, Mathematics or a closely related field, and four (4) years of responsible experience in accounting, cost, budget, and/or financial analysis. Directly related professional experience may be substituted for education on a year‑for‑year basis. Prior experience in analyzing Medicaid financial or program data is preferred. Competencies: Experience developing financial forecasts, budget recommendations, or fiscal impact analyses to support executive decision‑making. Proven ability to analyze and interpret complex fiscal information, assess implications on department programs and operations, and provide strategic recommendations to senior leadership. Knowledge of effective financial management practices evidenced through formal education and/or practical experience at the professional level. Advanced proficiency in spreadsheet and data analysis tools, including pivot tables, advanced formulas, macros/VBA, database query and reporting methods, and statistical analysis techniques. Ability to research and interpret budget documents, statutes, regulations, and Medicaid policy to provide strategic financial guidance and recommendations to executive leadership. Maine Public Employees Retirement System (MainePERS): State contributes the equivalent of 18.91% of employee pay.
