Director of Re-Entry Position Summary

The Director of Re-Entry Services provides strategic leadership, operational oversight, and program development for St. John's Community Health's Re-Entry Services across Los Angeles County and the Inland Empire. Reporting to the Chief Programs Officer, the Director oversees program operations, supervises Program Managers and staff, ensures compliance with grant and contractual requirements, manages budgets and performance outcomes, and cultivates partnerships with community and justice system stakeholders. The Director is responsible for expanding re-entry services, promoting operational excellence, and ensuring the delivery of high-quality, coordinated services that support successful community reintegration for justice-involved individuals.

Qualifications/Licensure:

• Bachelor's degree in Social Work, Public Health, Psychology, Criminal Justice, Human Services, or a related field required; Master's degree preferred.
• Minimum of five (5) years of progressive leadership experience managing social service, public health, behavioral health, re-entry, or community-based programs.
• Minimum of three (3) years of supervisory experience leading multidisciplinary teams and developing managers.
• Demonstrated experience managing grants, contracts, budgets, and program performance while ensuring compliance with funding and regulatory requirements.
• Strong knowledge of justice-involved populations, re-entry services, trauma-informed care, harm reduction, behavioral health, housing, and community-based service delivery.
• Experience developing strategic partnerships with government agencies, healthcare providers, community organizations, and justice system stakeholders.
• Proven ability to lead program expansion, implement quality improvement initiatives, and achieve contractual deliverables.
• Experience analyzing program data, preparing reports, and using performance metrics to drive operational and programmatic decisions.
• Strong leadership, organizational, project management, and problem-solving skills with the ability to manage multiple priorities in a fast-paced environment.
• Excellent written, verbal, and interpersonal communication skills, including experience presenting to executive leadership, funders, and community partners.
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and Electronic Health Record (EHR) systems, preferably eClinicalWorks (eCW).
• Knowledge of federal, state, and local regulations related to grant-funded social service and public health programs.
• Exceptional attention to detail with a demonstrated ability to ensure accuracy, maintain compliance, and proactively identify and resolve issues before they impact program operations.
• Highly proactive and self-motivated leader with the ability to anticipate organizational needs, take initiative, and drive projects and process improvements with minimal supervision.

Responsibilities:

• Provide strategic leadership, direction, and oversight for all Re-Entry Services programs across Los Angeles County, the Inland Empire, and future expansion regions.
• Supervise, mentor, and evaluate Program Managers and staff, fostering accountability, professional development, and high-performing teams.
• Ensure compliance with all grant, contract, accreditation, and regulatory requirements through ongoing monitoring, audits, and quality improvement initiatives.
• Develop, monitor, and manage program budgets, financial performance, grant expenditures, and resource allocation in collaboration with Finance.
• Oversee program performance by monitoring key performance indicators, analyzing data, preparing reports, and implementing corrective action plans to achieve contractual deliverables.
• Build and maintain strategic partnerships with justice system stakeholders, government agencies, healthcare providers, funders, and community-based organizations to strengthen referral networks and expand services.
• Lead program expansion efforts by identifying funding opportunities, supporting grant development, and implementing new re-entry initiatives in alignment with organizational priorities.
• Develop policies, operational workflows, and standard operating procedures that improve efficiency, service integration, and patient outcomes.
• Collaborate with executive leadership and cross-functional departments, including Medical, Behavioral Health, Operations, Finance, Quality Improvement, and Development, to advance organizational goals.
• Represent St. John's Community Health at regional collaboratives, community meetings, policy discussions, and stakeholder engagements to advocate for justice-involved populations and strengthen the organization's presence.
• Ensure high-quality, patient-centered service delivery by promoting evidence-based practices, continuous quality improvement, and a culture of accountability and excellence.
• Oversee recruitment, hiring, onboarding, retention, and succession planning to support a stable and effective workforce.
• Drive innovation by identifying opportunities to improve program operations, enhance service delivery, and increase organizational impact.
