Family Mental Health Clinician

Exempt; full-time; 35 hours per week; Monday - Friday; 8:00 a.m. – 4:00 p.m.; full-benefits The Frederick County Infants and Toddlers Program delivers mandated Early Intervention services to children birth to five years of age with developmental delays or who are at risk of delays due to diagnosed medical conditions, and their families. Services are provided in natural environments, including home, childcare, and community settings. The professional duties of this position include conducting evaluations, family assessments, and providing therapeutic interventions; supports parents with managing challenging behaviors; offers short-term individual and family therapy; collaborates with service providers and community partners; participates in the development of Individualized Family Service Plans (IFSPs) with other ITP service providers and parents. Supervision is received from a FCDC Supervisor. Please note that the upper pay range reflected in the job posting reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception. Obtain information from service provider(s); gather and organize appropriate materials to conduct observations/screenings/evaluations/assessments; share clinical opinion and establish intervention outcomes; conduct therapy sessions; monitor progress; document treatment sessions in compliance with MD State Practice Act Provide short term individual and/or family therapy Facilitate parent/caregiver educational and/or support groups Partner with other service providers to complete evaluations and assessments Develop Individual Family Service Plans with family and other service providers to develop functional outcomes Participate in mandated reviews, make modifications to behavior plans as needed, and complete documentation Act as Service Coordinator when necessary Participate in scheduled meetings with other program service providers and provide coaching support to address behavioral or mental health challenges with families Identify and provide resources that may benefit staff and families Assess and interpret clinical data using standardized tools to determine eligibility and develop Individualized Family Service Plans Provide trauma-informed therapy using evidence-based models such as Child-Parent Psychotherapy Deliver parent training and support using frameworks such as Positive Solutions for Families and the Pyramid Model Serve as a subject matter expert and provide individual and group training to staff Prepare documentation that meets legal standards for court review and complete mandated CPS reports in accordance with COMAR Coordinate with interpreters, outpatient providers, and school professionals to support transitions and continuity of care Adhere to HIPAA and FERPA regulations when handling sensitive child and family information Facilitate public awareness activities and provide peer support in discipline-specific meetingsPerform other related duties as required To perform this job successfully, an employee must be able to perform all essential functions satisfactorily. Master’s degree in Social Work, Counseling, Psychology, or a closely related behavioral health field Minimum of 2 years of experience in counseling, social work, mental health services, or similar field Certified Social Worker-Clinical (LCSW-C) or Licensed Clinical Professional Counselor (LCPC) KNOWLEDGE, SKILLS AND ABILITIES A successful incumbent operating in this role displays the following: Advanced knowledge of State and local laws, rules, and regulations governing social workers and professional counselors Knowledge of developmental disabilities and early childhood development Knowledge of the Individual Family Service Plan (IFSP) Knowledge of trauma informed care for children, youth, and adults Ability to learn and use reflective coaching practices with colleagues and families Skilled in the use of a variety of behavioral interventions with young children Crisis intervention/counseling skills Ability to obtain and maintain necessary licensure and certifications Ability to develop and maintain effective working relationships with others Ability to communicate effectively, verbally and written Ability to provide therapeutic services to young children and adults using evidence-informed interventions Ability to administer various screening, evaluation, and assessment tools to determine eligibility and develop appropriate treatment plans Ability to facilitate groups in a clinical setting Ability to apply research findings and outcome data to improve clinical practice Ability to accurately compile, prepare, and maintain health records and program documentation Ability to make decisions regarding overall client care, including social and personal needs Ability to effectively access and utilize Microsoft 365, e-mail, spreadsheet and other systems and equipment, and to learn new software as it is required Ability to give knowledgeable and practical advice to individuals who are emotionally distraught Ability to effectively organize work, determine priorities, including the ability to make decisions and complete assigned duties with minimal supervision PREFERENCE MAY BE GIVEN FOR: Clinical social work or counseling experience with families of infants and toddlers with developmental disabilities Bilingual language skills such as Spanish/English or American Sign Language/English PHYSICAL REQUIREMENT AND WORKING CONDITIONS: While working in this position, the employee is required to frequently sit, walk, and stoop; occasionally climb, lift up to 50 pounds, push up to 40 pounds, pull up to 40 pounds, reach, and perform repetitive motions While working in this position, the employee is required to constantly work indoors and outdoors; occasionally have potential exposure to infectious diseases Failure to meet or maintain the minimum qualifications or additional requirements may result in disciplinary action up to and including termination Requires the ability to arrange and complete travel to various sites (using a car or other reliable transportation) Available for some varied work hours to accommodate meetings, or other commitments This position is subject to random drug testing without marijuana This position is considered essential personnel in the event of a public health emergency KIND OF EXAMINATION (may include): An evaluation of training and qualifications One or more interviews A pre-employment physical examination A pre-employment drug test without marijuana A pre-employment fingerprint supported background investigation #J-18808-Ljbffr Frederick County Government- Advanced Behavioral Health is seeking mental health therapists for our Frederick, MD location to provide out-patient services for children, families, and/or adults.
