CRIMINAL INVESTIGATOR

Department of the Navy/Assistant for Administration

Summary You will serve as the Executive Assistant Director for Atlantic Operations in the Office of the Deputy Director of the Naval Criminal Investigative Service (NCIS). NCIS is a federal law enforcement agency that protects and defends the Department of the Navy (DON) against terrorism and foreign intelligence threats and provides law enforcement and security services to the Navy and Marine Corps on a worldwide basis. Responsibilities You will provide management and technical direction of eight geographically disperse field offices, including subordinate offices and personnel aboard aircraft carriers from the Eastern Coast of the United States, Europe, the Middle East, and Africa. You will exercise control over the initiation, coordination, analysis, and evaluation of all operations conducted by NCIS within their area of responsibility. You will review operational matters and provide technical guidance to achieve effectiveness and resolution of operations. You will routinely interact with Combatant Commands (COCOMs), fleet and flag level commanders to determine long-term criminal, counterintelligence (CI), and counterterrorism (CT) needs. You will interface with COCOMs, fleet and flag commanders to determine level of support required for North Atlantic Treaty Organization (NATO), fleet, flag and Seat of Government (SOG) initiatives. TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. TQ 1. Knowledge of the NCIS mission, functions, organization, goals and objectives. TQ 2. Knowledge of criminal investigative, counterintelligence and counterterrorism investigations and operations, policies, procedures and jurisdictions. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. If your 2-page resume does not reflect demonstrated evidence of the ECQs and TQs, you may not receive further consideration for the position. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency - This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES. The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Additional qualification information can be found from the following Office of Personnel Management website: Education Additional Information This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. Veteran's preference does not apply to the Senior Executive Service. This position is not covered by the Department of Defense Priority Placement Program. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department/Agency. Organizational and geographical mobility is essential in developing and managing SES leaders. Individuals selected for SES positions members may be subject to reassignment across geographical, organizational, and functional lines, and may be required to sign a Reassignment Rights and Obligation Agreement. Position requires that the selectee has successfully completed the Criminal Investigator Training Program (CITP) or an equivalent program, such as the program offered to agents from the FBI, DEA and Postal Inspection Service.
