Job Description - Real Property Appraisal Supervisor I (260000EY) Position Grade: 212M Department: Assessor’s Office Job Type: Full-Time (Permanent) Examination Number: EX1703 Location: Downtown - St. Louis, MO Incumbents in this position supervise real property appraisers, assign caseloads and review appraisals. Duties include training appraisers in calculating assessment values of residential parcels and property sales data for determining assessments/equalizing values and preparing evidence in order to defend them to the Board of Equalization and/or the State Tax Commission. Essential Functions and Responsibilities Supervises and assists Real Property Appraiser I's in calculating the assessment values of residential parcels containing four units or less. Trains and supervises Real Property Appraiser I's in the preparation of evidence, including formal appraisals, for the Board of Equalization and/or the State Tax Commission to defend assessment values on residential parcels containing four units or less. Reviews residential data collected by Real Property Appraiser I's for accuracy, completeness and timeliness. Trains, supervises and assists Real Property Appraiser I's in the review of residential property sales data for the purposes of determining assessments and equalizing values within neighborhoods. Analyzes residential sales to determine land values and location factors by neighborhood. Performs field inspections and reviews. Mediates disputes between the public and appraisers. Performs other duties as assigned. Knowledge, Skills, and Abilities Data Utilization: Requires the ability to perform mid-level data analysis including the ability to audit, deduce, assess, conclude and appraise. Requires discretion in determining and referencing such to established criteria to define consequences and develop alternatives. Human Interaction: Requires the ability to provide first line supervision. Ability to persuade, convince, and train subordinates. Ability to advise and provide interpretation to taxpayers, tax representatives, city and state officials and others regarding the application of policies, procedures and standards to specific situations. Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, maneuver and/or provide simple but continuous adjustment on equipment, machinery and tools such as motor vehicle, tape measure, camera, computer terminal, calculator, telephone, and/or materials used in performing essential functions. Verbal Aptitude: Requires the ability to utilize a variety of advisory data and information such as report forms, property value reports, building permits, data entry forms, certificates of value, sales data, income documents, rent rosters, plats, maps, street guides, real estate manuals, appraisal manuals, training materials, computer software operating manuals, ordinances, statutes, procedures, guidelines and non-routine correspondence. Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, fractions and decimals; perform mathematical operations involving basic and geometry; interpret and develop descriptive statistical reports. Functional Reasoning: Requires the ability to apply principles of influence systems such as supervision, leading, teaching, planning and coordinating. Ability to exercise independent judgment to apply facts and principles for developing approaches and techniques to problem resolution. Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the evaluation of information against sensory, judgmental and/or subjective criteria, as opposed to criteria that are clearly measurable or verifiable. Environmental Factors: Tasks may risk exposure to adverse environmental conditions, such as dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, machinery, vibrations, traffic hazards, animals/wildlife, toxic/poisonous agents, violence, or pathogenic substances. Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds such as real estate forms. Tasks may involve extended periods of time at a keyboard or workstation. Requires the ability to stoop, crouch, climb, balance, bend and twist to conduct property inspections. Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes, sounds, odors and textures associated with job-related objects, materials and tasks. Incumbents are required to recognize the texture of building materials, and colors, shapes and odors affecting property values. Requires the ability to distinguish objects clearly at close and far range. Qualifications Educational/technical training in real property appraisal, such as an Associate’s degree in Real Estate, Certificate of Proficiency in Real Estate Appraisal, or 12 hours of coursework in the Income Approach to Valuation (Appraisal Foundation, I.A.A.O. or an accredited college); plus two years of experience in assessment administration, property appraisal/valuation or a related field. OR an equivalent combination of education, training, and experience. License Requirements Must possess and maintain a valid driver's license while employed by the City of St. Louis. Must possess a valid driver's license at the time of filing application and be able to present it upon request. Please note type of license, number, class and expiration date on the Employment Application. Only qualified applicants who provide proof of a valid driver’s license will be considered for this position. Veteran Preference To be eligible for veteran's preference points, the applicant must submit a copy of their DD 214 Certificate of Release or Discharge from Active Duty with the Employment Application or upon request. The Director of Personnel may, in their discretion, accept alternate documentation. City Residence Preference City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points. City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
