SUPERVISORY IT CYBERSECURITY SPECIALIST (INFOSEC) - TITLE 5

Summary THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. Under this Accelerated-Hire announcement, all applicants who meet the minimum requirements at the grade level for which they apply will be forwarded to the Selecting Official for consideration. This authority authorizes the appointment of Excepted Service T5 NG Employees and T32 Technicians without the requirement to utilize competitive procedures. Applicants must meet all qualification standards to be considered for the position. Responsibilities SUMMARY OF DUTIES: The purpose of this position is to serve as the Information Systems Security Manager (ISSM) under the direct supervision of the Program Manager of Wing Advanced Programs. Incumbent is responsible for managing a total infrastructure protection environment; system security certification and accreditation requirements and processes; as well as Federal information systems protocols. ISSM will supervise Information System Security Officers(ISSOs) and System Administrators supporting cybersecurity requirements within Wing SAP facilities. Serves as the principal advisor to the Wing Commander and Director of Advanced Programs on the latest industry and technological projections as they pertain to SAP Cyber Security/Information Security for the network enclave infrastructure. Provides leadership, guidance, and direction to ensure acquisition, development, and retention of a professional, highly capable SAP cybersecurity workforce to accomplish assigned missions. Establishes performance standards and evaluates employee performance. ISSM responsibilities include (taken from Joint SAP Implementation Guidance and AFI 17-101) Collaborates with other supervisors and managers within the Wing and command to negotiate, decide on, or coordinate work-related changes affecting their operations Performs other duties as assigned Details of the duties and responsibilities are contained in the applicable position description (T5893000) Upon request copy of the position description Requirements Conditions of Employment Qualifications QUALIFICATIONS REQUIRED: If your resume does not include a narrative description of how you meet the GENERAL, SPECIALIZED experiences, and OTHER requirements, you may lose consideration for this position. Ensure that the Questionnaire is completed on Application Manager. GENERAL EXPERIENCE: Education, and/or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems. SPECIALIZED EXPERIENCE: 1-year specialized experience equivalent to at least the next lower grade. In addition to the OPM IORs (Alternative A) specialized experience examples, specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel. CONDITIONS OF EMPLOYMENT & NOTES: 1. May possess a SECRET clearance but must be able to obtain a TOP SECRET clearance with SC eligibility within 6 months of employment. 2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. 3. Incumbent must complete appropriate training and obtain required certifications IAW DoDI 8140,DOD 8570.01M or applicable governing document(s) for Cyber workforce as an IA Manager Level II. All certifications are required within 6 months of employment. 4. The employee will be required to have, or obtain, and maintain a valid driver's license. 5. Position is designated as OM-ADM-001 within the Defense Cybersecurity Workforce as guided by NIST SP 800-181; National Initiative for Cybersecurity Education, Cybersecurity Workforce Framework. Which establishes the Tasks, Skills, Knowledge and Abilities expected of this position.( 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14calendar days per year unless otherwise approved in advance by the TAG. 7. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. *8. Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 9. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments. 10. This is a Testing Designated Position (TDP). The employee is subject to random drug testing. Pre-employment drug testing and participation in random drug testing is a condition of employment. Note: The caveat is that the States, Territories, and the District of Columbia cannot drug test until a drug free workplace policy has been established and approved by the United States Department of Health and Human Services. Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. NOTES TO CANDIDATES: a. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard. b. Final selection will be based upon qualifications, suitability, and available manpower resources. f. This employer will provide the Social Security Administration (SSA) and if necessary, the Department of Homeland Security (DHS) with information from each new employee's Form I-9 to confirm work authorization. g. Qualified candidates in the second through sixth categories will be referred in order if there are no qualified applicants in the first through fifth categories. i. Security requirements. A technician is subject to the personnel security requirements in accordance with State and NGB Publications. In addition prior to appointment, individuals will undergo a background check to validate suitability for employment with the federal government as permitted by law. Items checked include, education and fiscal accountability/responsibility. IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: - Dismissal from employment for delinquency or misconduct; - Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; - Intentional false statement or deception or fraud in examination or appointment; - Habitual use of intoxicating beverages to excess; - Reasonable doubt as to the loyalty of the person involved to the Government of the United States; - Any legal or other disqualification which makes the individual unfit for service; - Lack of United States Citizenship. Education j. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center. The HRO will require the applicant to submit a written statement to the effect that they understand they must either satisfactorily complete the appropriate certification/course(s) or corrective action will be taken. k. Medical/physical requirements IAW DoDI 6055.05-M, paragraph C1.3.3.1, all Federal Wage System (FWS) and identified General Schedule (GS) selectees, prior to appointment, will meet any medical standards or physical requirements designated for the position. l.
