Reports To Manager of Operations Training and Development Current Assignment This position may be required to work off shift and/or weekends. Job Overview The San Francisco Bay Area Rapid Transit District (BART) is seeking a highly motivated individual to lead the design, delivery, and continuous improvement of training programs in the Transportation Department. This position will lead a high-performing workforce and blend leadership, instructional design, and operational insight to ensure employees, from frontline staff to management, are equipped with the skills needed to meet evolving organizational goals. This position will also oversee training staff, implement innovative learning technologies, and drive initiatives that directly impact safety, efficiency, and service quality. Desired Attributes The successful candidate will demonstrate the following outside of meeting the minimum qualifications: Ability to assess needs and design impactful training programs Analytical thinking with a solutions-oriented mindset Clear and effective communication (written and verbal) Ability to interpret policies, regulations, and operational requirements Relationship-building across diverse teams and stakeholders Operational prioritization Leadership and workforce management Clarity and organizational communication Core Competencies The most qualified candidates for this position will have highly developed competencies in the following areas, which will be reinforced in the related work experience and will be articulated during the selection process: Demonstrated training and workforce development experience including experience in technology based training development, instructional systems design (ISD methodologies) Strong understanding of instructional design principles and adult learning methodologies Strong leadership and team management capabilities including supervisory experience in performance management and staff development Supervisory experience preferred Responsibilities Coordinate the organization and staffing activities for providing managerial, supervisory and general staff training within Operations to attain long and short term District training goals. Participate in the development and implementation of goals, objectives, policies and priorities; recommend and implement resulting policies and procedures. Identify opportunities for improving service delivery methods and procedures; identify resource needs; review with appropriate management staff; implement improvements. Direct, coordinate and review the work plan for assigned functional area; assign work activities and projects. Monitor work flow; review and evaluate work products, methods and procedures; meet with staff to identify and resolve problems. Select, train, motivate and evaluate training personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Develop and direct a variety of technical, transportation and leadership training programs for managerial, supervisory, safety, operations, and contract personnel in support of District goals; develop and implement goals, strategies, policies and procedures to ensure a competent workforce. Develop, design and incorporate new training technology into new and existing training programs to increase program effectiveness. Assess training needs in operations, maintenance, management, supervisory or general training areas; identify and resolve training issues; review and evaluate training products, methods and procedures to ensure timely delivery of quality training programs. Evaluate outside consulting services and vendor-supplied contract training deliverables including programs, manuals and materials; administer and monitor consulting contracts. Participate on a variety of committees; prepare and present staff reports and other correspondence as appropriate and necessary. Administer educational assistance and outside seminars programs; monitor developments in the industrial training field and evaluate their applicability to District activities. Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of training and employee development. Education Possession of a Bachelor’s degree from an accredited college or university in Education, Counseling, Human Resources, or a closely related field. Experience The equivalent of four (4) years of full-time verifiable professional experience in developing and administering training programs in an industrial setting, which must have included at least one (1) year of administrative and/or supervisory experience or verification of completion of an administration or supervision program. Additional Experience for Operations Training Supervisor (Technology-Based Training Only) One (1) year of experience in administering technology-based training. Substitution Additional professional experience as outlined above may be substituted for the education on a year-for-year basis. A college degree is preferred. Other Requirements Must possess a valid California driver’s license and have a satisfactory driving record. Must possess the physical mobility to walk, climb, stoop, bend, crawl and twist.
