The QIDP III, Q Educator performs advanced (senior level) work providing complex consultative services and technical assistance related to QIDP duties to ensure programs and services are in compliance with federal rules and regulations for Intermediate Care Facilities for Individuals with Intellectual Disabilities (ICF/IID). Provides comprehensive onboarding, orientation, and initial training for newly hired Qualified Intellectual Disability Professionals (QIDPs) and ongoing mentoring, coaching, and quality oversight of QIDP service delivery and work products. Conducts competency-based assessments, documents results and communicates identified training or development needs to the supervisor for follow-up. Delivers continuing education, mentorship, and complex technical assistance to QIDPs related to the Individual Support Plan (ISP) process, Person-Centered Thinking (PCT) and integration of behavioral, medical, and support needs. Develops and delivers training on a variety of topics and in a variety of settings, revising training materials as needed. Provides oversight and guidance to ensure Human Rights Committee (HRC) processes are followed and ensures client protections are upheld. Obtains, maintains, and applies Person-Centered Thinking (PCT) certification. Serves as a PCT educator, technical expert and resource by training, mentoring, and coaching staff; modeling person-centered language and practices; and supporting IDT members in translating PCT concepts into meaningful, actionable plans. Monitors and analyzes department-level data; documents findings using the QSR audit tool; identifies trends, systemic issues, and training needs; coordinates targeted training interventions; and communicates findings with the supervisor. Effectively utilizes and trains the electronic records system. Assists with QIDP recruitment, interviewing, selection, and onboarding activities, as assigned. Supervises staff, as assigned. Provides coverage and assistance for immediate operational or administrative needs when assigned QIDPs are unavailable or are not meeting requirements, including carrying a caseload when needed. When assigned and in the absence of the QIDP Coordinator, participates in facility oversight committees. Collaborates with the QIDP Coordinator and local and state leadership in the development, implementation, evaluation, and refinement of programs, policies, and procedures. Serves as a liaison between QIDP services and other departments. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs): Attends work on a regular basis and may be required to work a specific shift schedule or, at times, even a rotating schedule, extended shift and/or overtime in accordance with agency leave policy and performs other duties as assigned. May serve in an on-call status on a rotating schedule as required to meet operational needs of the facility. Provides comprehensive onboarding, orientation, and initial training for newly hired Qualified Intellectual Disability Professionals (QIDPs). Follows a standardized curriculum for QIDP for basic training and develops additional modules as needed. This includes training in meeting facilitation, interdisciplinary team (IDT) processes, documentation, electronic record usage, internal and external coordination, and routine observation of service settings to ensure appropriate interaction and supports are provided for individuals across environments. Conducts competency-based assessments to determine readiness for independent caseload assignment and communicates identified training or development needs to the supervisor for follow-up. Ensures training activities performed and competency results are properly documented in accordance with SSLC requirements. Provides ongoing supervision, coaching, and quality oversight of QIDP work products, with emphasis during the probationary period. Monitors QIDP performance and compliance with federal and state ICF/IID regulations through observation of meetings (including ISPs, ISPAs, HRC, LOS committees, and related forums), review of QIDP documentation, and evaluation of ISP implementation. Ensures, as part of the review, that there has been proper follow-up on IDT recommendations so that services, supports, adaptive equipment, and programs are implemented timely and effectively. Discusses findings with the QIDP and coaches the QIDP on how to coordinate with the IDT when modifications are necessary due to progress, lack of progress, significant change in behavioral or health status, or for the continued or improved effectiveness of the treatment, service, or support. Delivers continuing education, mentorship, and complex technical assistance to QIDPs related to the Individual Support Plan (ISP) process, including ISP Preparation meetings, ISP Addendums, Annual ISPs, assessments and evaluations, Person-Centered Thinking (PCT) and integration of behavioral, medical, and support needs. Revises training materials and develops new materials as needed. Facilitates or presents in QIDP meetings to deliver information and training related to trends, new processes, gaps in service implementation, or other pertinent topics. Ensures continuing education is properly documented in accordance with SSLC requirements. Ensures client protections are upheld by training and coaching QIDPs on responding to significant life events, addressing emergent needs, and initiating immediate protective actions when required. Provides oversight and guidance to ensure Human Rights Committee (HRC) processes are followed for all potentially restrictive practices and supports QIDPs in their role as advocates for individuals. Provides technical assistance and training to QIDPs to coordinate and facilitate the participation of the individual and the individual’s Legally Authorized Representative (LAR) in service planning and HRC processes. Monitors and analyzes department-level data related to ISP implementation and effectiveness, and documents findings using the QSR audit tool. Evaluates results to identify trends, systemic issues, and training needs, and coordinates targeted training interventions within the QIDP department and across interdisciplinary teams as indicated. Communicates findings with the QIDP Coordinator and other supervisors. Assists with QIDP recruitment, interviewing, selection, and onboarding activities, as assigned. Completes required Competency and Training Department (CTD) documentation, file reviews, and evidence submissions related to OJT in accordance with state policy. When assigned direct supervisory responsibilities, performs managerial duties including hiring, performance management, and employee development. Obtains, maintains, and applies Person-Centered Thinking (PCT) certification as required. Demonstrates advanced knowledge of PCT principles and integrates person-centered practices into training, documentation, service planning, and daily operations. Serves as a PCT educator and resource by training, mentoring, and coaching staff; modeling person-centered language and practices; and supporting IDT members in translating PCT concepts into meaningful, actionable plans. Coordinates with other PCT subject-matter experts to support training and ongoing development of both new and incumbent QIDPs, including discovery meetings, documentation completion, and submission of required materials. Provides PCT training at least twice a year, if certified as a PCT Instructor. Provides structured on-the-job training (OJT) to QIDPs and IDT members, including observation of facilitation, real-time coaching during document development, file reviews, and use of PCT tools as learning opportunities. Identifies best practices and developmental needs and supports QIDPs in building confidence, consistency, accountability, and professional competence. Models and trains designated PCT discovery tools (e.g., Important To/For, Good Day/Bad Day, Relationship Maps, What’s Working/Not Working, 4+1 Questions, Things to Explore). Uses PCT audit tools to assess the quality, accuracy, and person-centeredness of QIDP work. Applies performance assessment measures consistency, analyzes trends and outcomes, documents findings, and communicates expectations to support professional development and service quality. Serves as a liaison between QIDP services and other departments to support education, collaboration, and consistent implementation of processes. Facilitates or coordinates training on specialized topics (e.g., positive behavior support, pharmacology, medical conditions, rights and restrictions) and assists in the development of tools, monitoring forms, and training materials related to procedural or system changes. Educates non-QIDP staff on person-centered practices and appropriate interaction with individuals based on ISPs. Provides training during New Employee Orientation and delivers ad hoc education and leadership support to promote effective program implementation and behavior support strategies. Collaborates with the QIDP Coordinator and local and state leadership in the development, implementation, evaluation, and refinement of programs, policies, and procedures. Provides feedback regarding operational impact and oversees training related to process or procedural changes. Utilizes the electronic records system to create, review, and monitor interdisciplinary documentation in compliance with ICF/IID standards and required timelines. Trains staff on the proper use of electronic documentation systems as needed. Participates in the design and implementation of any changes to the electronic record system, as assigned. Provides coverage and assistance for immediate operational or administrative needs when assigned QIDPs are unavailable or are not meeting requirements. Maintains a limited caseload, as assigned, to support continuity of services; caseload responsibilities are in addition to system-level quality oversight, training, and coaching functions. When assigned and in the absence of the QIDP Coordinator, participates in facility oversight committees such as Incident Management Review Team (IMRT), High Risk Determination (HRD), Physical and Nutritional Management Team (PNMT), HRC, Critical Incident Team (CIT), Quality Assurance/Quality Improvement (QAQI), mortality review, and Level of Supervision (LOS). Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency’s obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. Knowledge, Skills and Abilities (KSAs): Knowledge of the Interdisciplinary Team (IDT) process. Knowledge of person-centered thinking (PCT) and planning. Knowledge of rehabilitation and skills acquisition programs for persons with intellectual disabilities, including program design and collecting and analyzing data. Knowledge of discipline specific plans and processes such as Positive Behavior Support Plans (PBSP) and Physical Nutritional Management Plans (PNMP). Knowledge of the role and responsibilities of the QIDP at an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID). Skill in providing on-the-job training to new staff and recurrent/refresher training to incumbent staff. Skill in facilitating IDT meetings to ensure participation by all members and achieve desired outcomes and modeling facilitation for others. Skill in using a personal computer to create documents and reports. Skill in using electronic records systems and/or databases. Ability to prepare and maintain records. Ability to quickly adapt to change. Ability to communicate verbally and in writing in a clear, effective, and constructive manner. Ability to assess and solve problems. Ability to work independently and organize/prioritize work. Ability to work harmoniously, assertively, and professionally with staff at all levels and with Legally Authorized Representatives (LARs). Ability to physically perform direct care work as needed, including emergency procedures. Ability to plan, assign, train, and supervise the work of others. Ability to coordinate programmatic and clinical services and supports. Ability to gather, assemble, correlate, and analyze data, and to prepare and maintain records. Ability to coach, train, assess and supervise the work of others. Registrations, Licensure Requirements or Certifications: Person-Centered Thinking (PCT) Instructor Certification is preferred. Initial Screening Criteria: Bachelor’s degree from an accredited college or university with a major in psychology, sociology, social work, special education, rehabilitation counseling, or a related human services field such as therapeutic studies (e.g., music, art, occupational, physical therapy), recreation, and/or a combination of equivalent subject matter. For a related human services field, the transcript must be reviewed for applicable coursework that meets federal guidelines for QIDP designation. At least two (2) years of experience working directly with persons with intellectual disabilities or other developmental disabilities, at least one (1) of which is as a QIDP. Experience with coordinating and facilitating group meetings. Experience training others is preferred.
