Regional Manager of Scattered Sites, Housing and Urban Development-Assisted Housing

SUMMARY

The Manager of Scattered Sites and Housing and Urban Development-assisted Housing assists the Director of Property Management in the overall day-to-day property management of EDEN's scattered site and HUD-assisted properties. This position works collaboratively with EDEN staff, partner agencies, funders, and community leaders toward the mutual goal of helping participants live in and maintain decent, affordable housing.

ESSENTIAL JOB FUNCTIONS

Provides supervision to Property Managers for Scattered Site & HUD-assisted Properties. Collaborates with the Department of Facilities and Maintenance to make tenants aware of maintenance appointments, major repairs, remodeling, and/or construction projects for properties. Ensures compliance with ADAMHS board, OHFA, ODMH, HOME and HUD Multifamily guidelines and works cooperatively with all. Oversees rent collection and lease administration. Processes all EDEN and HUD required reports in an accurate and timely manner; verify information in Yardi for accuracy. Conduct monthly Yardi information audit. Maintains access to HUD secure systems; ensures that EIV and related reports are reviewed, stored, and disposed of in an appropriate manner. Troubleshoots problems to assist Property Managers and Facilities and Maintenance staff. Reviews detailed budgets and financial reports for properties. Meets deadlines including submittal of monthly vouchers/documents to HUD Multifamily for new move-ins, move-outs, and recertifications. Oversees the compliance of all scattered site and HUD-assisted files are accurate and timely manner in processing and maintaining paperwork. Inspects grounds, facilities, equipment, units, and common areas, at least quarterly. Inspects properties with the Manager of Facilities and Maintenance for Housing and Urban Development Real Estate Assessment Center (HUD REAC) inspections and identifies items requiring improvements. Reviews monthly rent rolls and ensures prompt follow up of non-payment activity by staff Provides support and referral for residents to access resources, when available and eligible, to maintain housing. Manages any tenant issues including tenants that may be at risk of losing housing; ensures that all scattered site residents are affiliated with eligible ADAMHS Board funded agencies and works to refer residents, documenting connections, points of contact and release of information. Oversees any terminations in accordance with Ohio Landlord-Tenant Law and EDEN's eviction policy. Ensures that annual tenant recertifications are completed in a timely manner; this includes OHFA related TICs and information in DevCo. Oversees that all move-outs are processed within three days of tenant termination; ensures security deposit refunds are completed within 30 days. Ensures appropriate waitlist management for HUD Multifamily and Scattered Site Waitlists; follows tenant selection plans for offering units. Works with Coordinated Entry for units referred from that source. Works cooperatively with Rental Assistance Department for persons in scattered site who are also receiving a sponsor-based subsidy. Assures quality customer relations with clients, outside agencies, and the general public via phone and in person resolving questions, concerns, and complaints. Participates in audits and works to resolve any findings. Attends weekly Property Management team meetings to ensure guidelines and standards are being followed. Is part of EDEN On-Call process for all property-related emergencies. Meets regularly with the Director of Property Management for supervision and updates on items that are happening at the buildings. Works with Group Home and related operators where EDEN owns or manages the sites. Outreaches to the police department, neighbors, Community Development Organizations, and City/County Council Members to be an active member in the neighborhood. Contributes to team efforts by assisting with other duties, as assigned.

QUALIFICATIONS

Education and Experience A High School degree, with a bachelor's degree in a social service or business-related field preferred. A minimum of 3 years of property management or related work experience required, a minimum of 3 years of supervisory experience preferred. A minimum of 3 years of HUD multifamily assisted housing experience and the ability to speak multiple languages are preferred. Knowledge, Skills, Abilities, and Other Characteristics Knowledge of business and management principles involved in strategic planning, resource allocation, human resources, leadership techniques, and coordination of people and resources. Knowledge of agency policies, procedures, goals and objectives as well as scattered sites and HUD policies. Knowledge of basic financial principles and budgetary guidelines. Knowledge of principles and processes for providing customer and personal services. Knowledge of administrative and clerical procedures and systems such as word processing, managing files and records, confidentiality, and other office procedures and terminology. Knowledge of relevant laws, legal codes, and government regulations including ADAMHS board, ODMH, HOME and HUD guidelines. Knowledge of computer programs including, Microsoft Office Suite, EIV, and Yardi. Knowledge of basic arithmetic and its applications. Speaking and writing skills to convey information effectively and understanding of written documents including rental agreements and government regulations. Certifications, Licenses, Registrations A valid Ohio driver's license with good driving record and proof of insurance is required. A reliable personal vehicle for transportation to be utilized for work purposes is required. Assisted Housing Manager and HUD Multifamily Manager Certification is preferred but not required at time of hire (once hired, the person is required to complete and pass certification requirements).

PHYSICAL DEMANDS

While performing the duties of this job, the employee is regularly required to sit; stand; walk; talk or hear, in person, in meetings, and by telephone; use hands to handle, feel, or operate standard office equipment; use fingers to type; reach with hands and arms; climb stairs; and occasionally perform other motions including stooping, kneeling; and bending. The nature of work requires an ability to lift up to 25 lbs. The ability to drive a motorized vehicle is also required. WORKING CONDITIONS

The majority of duties are performed at headquarters although the job requires frequent travel to off-site locations and meetings including EDEN's PSH projects. The majority of work is performed in a climate-controlled general office environment with minimal noise. Hours of work may exceed normal business hours during peak periods. Potential job conditions include eyestrain from extensive computer use, working in extreme temperatures (both hot and cold), and interacting with a diverse population of residents having both physical and mental barriers.
