Environmental Health Specialist (On-site Water Protection Program)

Overview An Environmental Health Specialist, under limited supervision, protects the public’s health by performing regulatory, inspection, evaluation, education, and prevention activities in the Children’s Environmental Health, Food Lodging and Institutions, and On‑Site Water Protection Programs within the Environmental Health Division of the Public Health Department. Essential Functions Perform duties in the Children’s Environmental Health Program, Food, Lodging & Institutions Program, and/or On‑Site Water Protection Program. Conduct compliance visits, plan review and mandated inspections of food establishments, public swimming pools, child care facilities, schools, camps, institutions and other regulated establishments; issue enforcement actions for critical violations. Conduct investigations related to child lead poisoning cases. Maintain knowledge of current policies, laws, rules and developments in the field and apply pertinent knowledge to job duties. Prepare and maintain records of inspections conducted. Respond to reports of foodborne illness. Investigate environmental health complaints, document results using software management system and provide follow‑up. Participate in ongoing Quality Assurance and Quality Improvement programs. Suspend and revoke permits due to imminent public health hazards or as requested by the state. Conduct site evaluations to determine suitability for the permitting and installation of on‑site wastewater disposal systems and private water supply wells in accordance with North Carolina laws and rules. Prepare engineering designs of on‑site wastewater disposal systems for issuance of improvement and construction authorization permits. Conduct installation inspections of new and repaired on‑site wastewater disposal and well water systems. Maintain accurate documentation for possible legal action. Conduct water quality sampling of wells and report results verbally and in writing to interested individuals. Drive a county vehicle to perform job duties and maintain its maintenance schedule. Assist in the training of Environmental Health Specialist‑Interns or other staff as requested by the Supervisor or Division Manager. Participate in emergency preparedness and response activities for natural disasters, disease outbreaks and other public health threats; after‑hours and weekend work may be required. Perform other related duties as assigned. Position‑Specific Functions: On‑Site Water Protection Program Evaluate engineering reports, soil‑scientist design proposals, real‑property assessments, maps, deeds and surveys. Minimum Qualifications Bachelor’s degree from an accredited university with completion of a minimum of 30 semester hours (or 45 quarter hours) in physical, biological, natural, life or health science, or an equivalent combination of education and experience. Maintain registration as an Environmental Health Specialist with the North Carolina Board of Environmental Health Specialist Examiners. Interns hired as an Environmental Health Specialist Intern must meet registration requirements within two (2) years of internship registration. Valid driver’s license and ability to maintain a safe driving history as defined by the Union County Vehicle Use Policy. Environmental health experience working in diverse indoor and outdoor environments. After‑hours and/or weekend work may be required. Within (30) days of employment, provide immunization records, proof of immunity, or start the required vaccination series and comply with screening policies per Union County Public Health Department. Provide college transcripts. Subject to a fingerprint background check as required for positions working with children. Preferred Qualifications Registered as an Environmental Health Specialist with the North Carolina Board of Environmental Health Specialist Examiners. State authorizations or eligibility for program areas such as Food, Lodging & Institutions, Tattoos, Public Swimming Pools, Migrant Housing, Child Care and School Sanitation, Child Lead Poisoning Prevention, and/or Wells and On‑Site Wastewater. Valid driver’s license and maintenance of a safe driving history. Environmental health experience in diverse indoor and outdoor environments. Physical Demands Must be physically able to operate a motor vehicle and exert up to 30 pounds of force occasionally. Walking, standing, and bending are required; approximately 70% of work is performed in the field. Work Environment Work is performed in a dynamic environment requiring sensitivity to change and responsiveness to shifting priorities. Employees in the On‑Site Water Protection Program work outdoors and are exposed to extreme weather conditions and construction sites. Employees in the Children’s Environmental Health and Food Lodging & Institutions Programs are exposed to food establishments, institutions, residential care facilities, child care facilities, schools, local confinement facilities, public swimming pools, lodging, and health care facility environments. #J-18808-Ljbffr Union County, NC
