Water Resources Plant Maintenance Specialist I/II- Reclamation

Description / Duties The current recruitment will be used to fill current vacancies in the Water Reclamation Plant Assignment at either the Water Resources Plant Maintenance Specialist I or Water Resources Plant Maintenance Specialist II level. Employees may progress through the full salary range, subject to their successful performance and annual budget approval. Water Resources Plant Maintenance Specialist I An entry‑level trainee who learns to maintain the City of Mesa’s water reclamation or water treatment plants. The incumbent accompanies and observes a lead Water Resources Plant Maintenance Specialist II or III, assisting with daily activities and performing entry‑level maintenance work. As competence develops, the complexity of assignments increases. The one‑year assignment requires meeting the criteria for promotion to Specialist II and completion of required coursework. Responsibilities include installing, maintaining, and repairing equipment and facilities such as bar screens, compactors, degritters, mixers, pumps, compressors, pipes, blowers, odor control devices, centrifuges, ultraviolet equipment, chemical metering pumps, sludge hoppers, conveyor systems, boilers, biogas systems, waste gas flares, valves, gearboxes, and tanks. The incumbent also learns the basics of plant operations covering primary treatment, secondary treatment, activated sludge processes, filtration, disinfection, sludge dewatering, and digestion. Safety requirements: use appropriate safety equipment, follow safety procedures, work in weather conditions, ferrous chloride, raw sewage, toxic chemicals, high‑voltage lines, confined spaces, and be available for emergency callout, on‑stand‑by, and overtime. Water Resources Plant Maintenance Specialist II Responsible for performing specialized, journey‑level work that involves installing, maintaining, and repairing water treatment or water reclamation equipment. The incumbent observes and assists a Water Resources Plant Maintenance Specialist III, performing daily maintenance activities and progressively taking on more complex tasks. Responsibilities include installing, maintaining, and repairing bar screens, compactors, degritters, mixers, blowers, odor control devices, centrifuges, conveyor systems, ultraviolet equipment, chemical metering pumps, filtration equipment, sludge hoppers, boilers, biogas systems, and waste gas flares. Operational duties may include analyzing trends and data, monitoring equipment, optimizing plant processes, collecting and analyzing process samples, and data entry. Safety requirements: frequent exposure to weather conditions, chlorine gas, fluoride, ferrous chloride, raw sewage, toxic chemicals, bleach, caustic, rotating equipment, biogas, noise, low oxygen, explosive environments, high‑voltage lines, and equipment. Must be available for emergency call‑out, overtime, and scheduled on‑stand‑by. Water Resources Plant Maintenance Specialist I Minimum Qualifications Required: High school diploma or GED and one year of experience in repairing or maintaining pumps, water treatment or wastewater equipment, or other mechanical or manufacturing equipment. Special Requirements: Forklift operator certification within six months of hire; valid Class D Arizona Driver’s License by hire or promotion date; medical evaluation to wear a tight‑fitting respirator in accordance with CFR 1910.134; 40‑hour HazWoper certification and an eight‑hour refresher annually. Substance Abuse Testing: Pre‑employment and random alcohol, drug, and controlled‑substance testing as outlined in City policy. Preferred/Desirable Qualifications: Grade I or higher Water Treatment System Operator or Wastewater Treatment System Operator certification from the Arizona Department of Environmental Quality (ADEQ); at least six months of successful performance in the City of Mesa Water Resources Department Intern program. Water Resources Plant Maintenance Specialist II Minimum Qualifications Required: High school diploma or GED and 3–5 years of journey‑level experience in repairing or maintaining pumps, water treatment or wastewater equipment, or other mechanical or manufacturing equipment. Special Requirements: Forklift operator certification within six months of hire; valid Class D Arizona Driver’s License by hire or promotion date; medical evaluation to wear a tight‑fitting respirator in accordance with CFR 1910.134; 40‑hour HazWoper certification and an eight‑hour refresher annually; minimum 30 professional development hours (PDHs) every three years to maintain ADEQ certification. Water Reclamation Plant Assignment: Must obtain a Grade I (or higher) Wastewater Treatment System Operator certification from ADEQ within one year of hire or promotion date; reciprocity certification within three months. Substance Abuse Testing: Pre‑employment or pre‑placement alcohol, drug, and controlled‑substance testing as outlined in City policy.
