Job Description The Texas General Land Office is seeking an IT Business Analyst III – Product Owner to join the Information Technology Services Department. This senior‑level role focuses on product ownership, complex business analysis, and leading cross‑functional initiatives in an Agile environment. The position is based in Austin, TX and requires the employee to be both firmly grounded in business strategy and adept at detailed execution. Key Responsibilities Product Ownership & Requirements Leadership: Lead requirements discovery and definition; translate business objectives into clear product requirements, user stories, and acceptance criteria. Ensure requirements are complete, traceable, and aligned with business outcomes. Stakeholder Engagement & Cross‑Functional Coordination: Act as the primary liaison between business units, stakeholders, and technical teams. Facilitate workshops, planning sessions, and discussions to align priorities, resolve conflicts, and promote shared understanding. Documentation, Mentorship & Continuous Improvement: Maintain product, process, and decision documentation. Provide guidance and informal mentoring to junior analysts and team members. Contribute to the continuous improvement of product ownership and business analysis practices. Business Process & Policy Analysis: Analyze complex business processes, workflows, and policies to identify improvement opportunities and assess solution impacts. Recommend changes that enhance efficiency and alignment with agency objectives while considering operational and compliance requirements. Backlog Management & Delivery Support: Own backlog refinement and prioritization. Balance stakeholder needs, delivery capacity, dependencies, and risk to support timely, value‑driven delivery. Support sprint planning, reviews, and product demonstrations. Testing, Validation & Implementation Oversight: Coordinate and support testing and validation activities. Review test artifacts, assist with issue resolution, and support implementation and post‑deployment stabilization activities. Qualifications Minimum Requirements: Graduation from an accredited four‑year college or university with major coursework in business, business analysis, computer science, information technology, public administration, or a related field. Location Requirement: Position is based in Austin, TX. Candidates must currently reside in, or be willing to relocate to, the Austin area at their own expense. Relocation assistance is not provided. Preferred Qualifications 3–5 years experience as a Product Owner or hybrid Business Analyst/Product role in an Agile environment. Experience leading complex, cross‑functional projects or enterprise system implementations. Professional certification such as CBAP, PMI‑PBA, Certified Scrum Product Owner (CSPO), or similar credential. Knowledge, Skills, and Abilities Knowledge: Advanced knowledge of business analysis principles, including requirements elicitation, business process modeling, gap analysis, and solution validation. Working knowledge of Agile methodologies and product lifecycle management. Understanding of product ownership concepts such as prioritization frameworks, roadmap development, and value‑based delivery. Knowledge of data analysis techniques, performance metrics, and reporting tools. Understanding of cross‑functional operations, system integrations, and enterprise governance considerations. Skills: Translate complex business and user needs into clear requirements, user stories, and acceptance criteria. Prioritize work based on business value, risk, dependencies, and stakeholder impact. Strong facilitation skills for leading stakeholder workshops, sprint ceremonies, backlog refinement sessions, and cross‑functional discussions. Advanced analytical and critical‑thinking skills to identify root causes, assess impacts, and recommend scalable solutions. Effective communication with technical teams and executive leadership. Maintain and refine a product backlog aligned with business objectives and development efforts. Abilities: Lead complex initiatives from concept through implementation with minimal supervision. Balance strategic product thinking with detailed business analysis responsibilities. Make informed prioritization decisions that align with organizational goals and resource constraints. Build trust with stakeholders, technical teams, and leadership. Adapt quickly to shifting priorities while focusing on delivering measurable value. Synthesize stakeholder input, data insights, and organizational strategy into actionable product and process improvements. Physical Requirements Primarily sedentary office work with routine mobility required. Extensive computer, telephone, and client/customer communication duties. Ability to move and transport records and documents up to 20 pounds. Stamina to maintain attention to detail despite interruptions.
