HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/COMP)

Job Title

The duties include:

• Strategizing with hiring managers on hiring options for filling OCHR enterprise positions in accordance with regulations, guidance, policies, procedures, and the unique staffing needs of the organization.
• Serving as a management consultant in designing and planning a current and future workforce that is responsive to dynamic changes in mission and/or business practices.
• Conducting job analysis through review of position descriptions, classification and qualification standards, and discussions with hiring managers and subject matter experts to determine requirements applicants need to be determined qualified.
• Researching and applying pay setting and compensation laws, regulations and policies to ensure complex compensation issues such as special salary rates, highest previous rate, changes between pay systems, and incentives are calculated correctly.
• Ensuring recruitment activity is conducted in compliance with all priority placement or mandatory consideration programs such as the PPP, ICTAP, RPA, Reasonable Accommodation, Priority Consideration List, etc.
• Assessing and making recommendations on proposed regulatory changes, designs and executing implementation strategies of new policies, including development and participation in communication and briefing plans.
