Position Description Senior Management Analysts at the City of Fresno perform a variety of professional-level research, administrative, and analytical duties and may provide lead direction or supervision of assigned staff. The incumbent supports and assists in managing business and/or personnel functions within a division or department, including personnel management, organizational analysis and development, budget development and coordination, operating policy and procedure development, and supervision of subordinate staff. For the Department of Public Utilities, the Senior Management Analyst will report directly to the Business Manager and provide DPU Administration with responsible, professional-level support, lead direction, supervision, and coordination for time-sensitive and critical projects such as contract management, records retention, litigation support, case management, and serving as the primary point of contact for the City Attorney’s Office and outside counsel on DPU’s ongoing litigation matters. Additional responsibilities include serving as the Water Resources/Rate Studies Coordinator, providing grants support, and preparing Council Reports. Qualifications Bachelor’s degree in business administration, public administration, or a closely related field from an accredited college or university. Three (3) years of progressively responsible professional personnel, management, or administrative experience (or two years equivalent to a Management Analyst II with the City of Fresno). Optional: Up to two years of additional qualifying experience may be substituted for the education on a year-for-year basis. Valid California Driver’s License at the time of appointment; proof of license, driving record, and DOJ fingerprinting required. Copy of bachelor’s degree or college transcripts must be submitted for verification; applicants without degree or transcripts will not be considered. Health Reimbursement Arrangement (HRA) for eligible retirees to use excess sick leave and other qualified leave balances tax-free for health insurance premiums and medical expenses. City of Fresno Retirement Systems with vesting after 5 years; optional Deferred Retirement Option Program (DROP) for employees aged 50 and older.
