CEC has experienced significant recent growth and has established itself as the go-to supplier for a diversified product line supporting a wide spectrum of markets from commercial products, military customers, to space research laboratories.The Sr Program Manager is responsible for leading complex technical, manufacturing, and/or government programs from contract award through successful completion. This role serves as the primary customer-facing program leader and is accountable for program scope, schedule, budget, deliverables, risk management, subcontractor coordination, and cross-functional execution. The Senior Program Manager works closely with customers, internal teams, subcontractors, suppliers, and executive leadership to ensure contractual requirements are understood, program commitments are met, and customer expectations are effectively managed.The ideal candidate is a forward-thinking, results-oriented program leader who can operate effectively in a complex technical and customer-facing environment. This position requires strong communication skills, the ability to lead across Integrated Product Teams, and ability to influence collaboration, resolve issues and drive results throughout the program lifecycle: Pursuit (proposals), Design (development), and Production (sustainment).ResponsibilitiesLead the establishment of a program organization that effectively addresses customer requirements and incorporates the necessary internal and external sub-organizationsServe as the primary communication bridge between CEC, customers, subcontractors, and internal program teamsLead the execution of complex technical, manufacturing, and/or government programs from contract award through delivery, acceptance, and closeoutOwn program scope, schedule, budget, risks, deliverables, customer actions, and internal execution prioritiesLead the development, management, tracking, review and delivery of customer deliverables, including Contract Data Requirements List (CDRL) items, technical reports, plans, procedures, test documentation, status reports, and other contractually required documentationEstablish and maintain program schedules, action item trackers, risk registers, deliverable trackers, and customer communication logs to ensure clear ownership and timely executionLead proposal development activities including coordination of internal inputs, execution strategy, schedule development, basis of estimate support, risk identification, and review of customer requirementsLead program reviews and prepare written reports for management and/or customer on status and actions necessary for the successful completion of a programParticipate in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditionsLead cross-functional coordination with Product Engineering, Manufacturing, and support group managers regarding their responsibilities to ensure program requirements are understood and executed.Lead coordination with stakeholders, including customers, subcontractors, and partners, to ensure clear understanding of requirements, expectations, schedules, and deliverablesReport any quality problems or defects for corrective action to be implemented and to avoid problem recurrenceUphold the company's core values of Integrity, Innovation, Accountability, and TeamworkDemonstrate behavior consistent with the company's Code of Ethics and ConductIt is the responsibility of every employee to report to their manager or a member of senior management any quality problems or defects in order for corrective action to be implemented and to avoid recurrence of the problemDuties may be modified or assigned at any time to meet the needs of the businessQualificationsBachelor's degree in business, finance, project management, engineering or related field8+ years of relevant experience in Program Management, project management, engineering coordination, manufacturing programs, defense programs, or other complex technical environmentsStrong understanding of government contract execution, including statements of work, specifications, CDRLs, customer reviews, formal deliverables, contractual milestones, and change managementStrong organizational and leadership skills with the ability to manage competing priorities, customer-driven actions, schedule pressure, and multiple program deliverablesAbility to drive accountability across internal teams and external partners while maintaining strong working relationshipsManaging contracts and subcontracts with various types and complexities, including military and government contractsPrior proposal support experience to include supporting responses to RFPs or RFIs as well as participating in cost estimatingExcellent people skills, with experience leading and collaborating in a multi-disciplinary, diverse, and dynamic team environmentStrong written and verbal communication skills, including the ability to prepare customer correspondence, meeting minutes, program reports, executive summaries, technical status updates, and management briefingsStrong business judgment with the ability to balance customer satisfaction, contractual obligations, technical execution, schedule performance, financial performance, and company riskSelected candidates must be able to obtain and maintain a Secret security clearance issued by the U.S. Government throughout the course of their employment.Desired QualificationsExperience leading U.S. Government, Department of Defense, Navy, prime contractor, or similar defense customer programs is strongly preferredPMP certificationProficiency in data and program management tools such as Jira and Microsoft Project
