Director, Central California Monterey County Supportive Services JOB TITLE: Director of Programs REPORTS TO : Senior Director, IE-Central-Northern California Region HOURS : 40 hours per week CLASSIFICATION : Exempt REQUISITION NUMBER: 1790 SUMMARY: Under the supervision of the Senior Director, the Director will supervise staff and manage the day-to-day operations of all Monterey County Programs which including Permanent Supportive Housing, HUD Tenant Based Rental Assistance, Emergency Shelter, Cal-Aim Services, Rapid Rehousing and Homeless Prevention Projects. The Director will have an integral role in shaping countywide service delivery, implementing programs and collaborating with local funders including COC, County, City, Housing Authority and Central California Alliance for Health Step Up’s Monterey County Portfolio includes site-based programs in Salinas, Soledad, and King City and scattered site services from Castroville to the Unincorporated areas of rural South Monterey County. The Director must be skilled at leveraging programs to maximize funding, working closely with local partners, and solving problems both internally and in multidisciplinary settings. The Director will provide leadership and oversight to Monterey County Programs and work in collaboration with partner agencies and City & County officials. The Director will work with the leadership team to ensure that Monterey County Programs provide high quality, integrated care and services to members. Step Up fully implements the Housing First and Harm Reduction models for service delivery. DUTIES: Under the supervision of the Senior Director and or Vice President, the Director responsibilities include the following reflects essential functions for this job but does not restrict other tasks, which may be assigned: Leadership, Administration, Oversight Provideoversight of day-to-day operations of MontereyCountyPrograms, including training and supervision of the Outreach and Housing Specialists,SCICase Managers,SCII Clinician, etc. Develop,review,and provide guidance as needed on written program policies and protocols. Enhance Program Manager leadership skills through regular coaching, gradual release of responsibilities, and effective reflectionpractice. Ensure integration of Evidence Based Practices, standards of excellence, and SUOS core values into daily work and programming. Work collaboratively and strategically with other community organizations to support a seamless and coordinated system of care. Provide oversight on financialassistanceand track budgetspenddowns.Amend/modifybudgetswhen needed to reflect programmatic changes and timeline adjustments. Directorwillassistthe SeniorDirectorwiththe preparationof any new RFQs, RFIs, and RFPs proposals. Participate inleadership,community,and partner meetingsand actively work on solving regional challenges in a collaborative manner. Program Management Provide leadership,guidance,and direct management of program staff. The directorwillanalyze program reports and numbers toidentifytrends and make projections or recommendations for program modifications. Respond to emergency and priority situations such as safety and security measures. Collaborate with the local CoC’s on calls, partner agencies, meetings,preparationand completion of monthly invoices for reimbursement. Facilitate and model effective case conferencing and gradually release responsibility to Program Managers. Lead internal training and workshops for staff development, and ifappropriate, agency wide training. Reports/Contracts and Compliance Oversee tracking,charting,and documentation for all services, file maintenance, daily logging,invoicing,and budget compliance. Submit censusreportsweekly toappropriate parties. Complete quarterly reporting/monthly reporting or other designated contractual reportsandcreate spaces for staff to discuss project outcomes and inform reporting process. Ensure staff are completing all required documentation in HMIS,Welligentand other databases, such as housing move ins and other data points. Work closely with QA and billing staff to ensuretimelypayments, compliantchartingand resolution of back-end system issues with clearinghouseanddata entry. Mitigate billing denials through a combination of successful EHR data entry and programmatic discernment. Complete leveraged funding reports for funders interested in learning about budget maximization. Human Resources Hire essential staffandprovide feedback and evaluation on a regular basis. Provide professional development to team andelucidateStep-Up's position within thesystem of care and the larger social services continuum of care. Identifystaff development needs and activities. Work closely with the team to bring in training opportunities andidentifyareas for professional growth in coordination with Quality Management. Client Services Provide guidance and oversightintoall aspects of service provision. This includes potentialhomelessoutreach, referrals to emergency resources, landlord relationship building,housing navigation coordination, and case management services. Ensure staff are working with tenants to develop “good neighbor” habits and interface with neighboring properties to ensure Step Up is seen asa goodneighbor. Coordinate interventions with Housing support staff and mental health provider staff both internal and from other agencies to ensure services are delivered which will promote housing retention and community integration. Other Duties as assigned. SKILLS: Knowledge and experience in outreach services, housing location services, short term retention/ stabilization services, Housing First and Harm Reduction philosophies of service delivery. Demonstrate leadership of managing programs, case management services, organizations or teams, with multiple staff oversight. Clinical experience, problem-solving intervention, crisis intervention, understanding and commitment to Recovery Model philosophy. Familiarity with dedication to the Housing First and Harm Reduction models. QUALIFICATIONS: Master degree preferred. Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT) preferred. BA with 3 years' experience in the social service field working with housing resources. Experience working with the mentally ill population in a community setting necessary. Ability to work as a part of and supervise a team is crucial. Position requires previous management and case management experience. Knowledge of Microsoft Office 365 and homeless databases is essential (HMIS/Welligent). Must have own transportation and current California driver’s license and insurance with good driving record at all times. SUPPLEMENTAL INFORMATION :Work with people experiencing homelessness whether on the streets, in shelters or other places of habitation or services, may present inherent challenges and difficulties such as: exposure to bed bugs or other infestations, unpleasant smells or odors, individuals who may have poor hygiene or unclean homes due to homelessness, mental health symptoms, or poverty. Additionally, in working with our members, employees may encounter instances of profanity, sexually explicit or derogatory language, or verbal or physical expressions of anger and trauma. Very rarely do these situations ever escalate to physical contact, and negative or derogatory communication patterns can often be negotiated successfully. All direct care staff are provided adequate training to develop skills to deescalate crisis situations that may arise and Step Up has established procedural safeguards for all employees to mitigate (but not eliminate) these inherent risks of employment. PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee is regularly required to sit; use hands and fingers; handle or feel; reach with hands and arms; talk; and hear. The employee is frequently required to walk, balance, stoop, kneel, and/or crouch. The employee must occasionally lift and/or move up to 15 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus. Keyboard data entry required.
