The Role:

Under general supervision, the primary goal of the Enterprise Network Engineer is to ensure the smooth operation of the enterprise-wide voice and data network to provide maximum performance and availability for the system users. This position is responsible for designing, installing, maintaining and supporting LAN, WAN and VoIP infrastructures at the City. The ideal candidate will have a Bachelor's Degree in Computer Science, Engineering or related field and three years of experience designing and supporting local and wide area networks. One or more industry recognized networking or relevant certifications. Cisco, Palo Alto, and/or Microsoft preferred.

Salary:

This position is: FLSA Exempt, and will be paid a salary regardless of hours worked per week. This position is a Grade 415 with an annual salary between $97,902 - $146,853. (Effective 6/27/26)

Holiday, Vacation, and Sick Leave:

City of Glendale Regular status positions offer: 10.5 paid holidays per year, and full-time employees are also granted an additional 12 hours of holiday special leave per calendar year to celebrate their cultural or religious holidays Vacation leave accrues at: 5.33 hours per pay period (138 hours/17.25* days per year) Increases to 6.12 hours per pay period after 5 years Then caps out at 7.6 hours per pay period after 10 years of service Sick leave accrues at 4.4 hours per pay period (114 hours/14.25 days* per year) * Days per year estimates are based on an 8-hour work day

Retirement:

This position participates in the Arizona State Retirement System (ASRS). Contribution is mandatory, and deducted every pay period The current contribution rate is 12.00%

Essential Functions:

1. Implements, administers, and maintains network devices including but not limited to firewalls, routers, wireless access points, switches, and controllers.
2. Troubleshoots, diagnoses, and resolves hardware, software, and other network and system problems.
3. Designs, documents, and deploys functional enterprise-wide LAN/WAN systems.
4. Works with users, consultants, technical teams and vendors to determine the most appropriate selection of network technology and/or services for meeting business needs.
5. Evaluates and makes recommendations relating to network and system security.
6. Supports and assists with maintaining the technology replacement cycle.
7. Prepares and maintains documentation that is current and accurately reflects the network architecture, components and software revision levels as appropriate.
8. Develops and monitors appropriate security procedures to safeguard the City's infrastructure from physical harm, viruses, unauthorized users and potential data loss.
9. Develops, adds, removes, or changes configurations to provide appropriate authorization and connectivity through ACLs, VPN, and NATs.
10. Develops and monitors appropriate performance metrics to detect and correct network performance deficiencies.
11. Responsible for configuring the City's network protocols (OSPF, BGP, EIGRP, and static routing).
12. Develops documentation, checklists and processes for communicating appropriate support information to the Service Desk. Provides training as appropriate.
13. Participates in change control process. Completes change requests. Coordinates work with City departments and within the Innovation & Technology department.
14. Provides technical support to other departments as required supporting network, voice, data and wireless communication initiatives.
15. Identifies improvement opportunities. Examples include but not limited to tools, processes, procedures, and installation, configuration and troubleshooting techniques.
16. Provides on-call support during non-business hours.
17. Maintains a high level of current knowledge regarding systems, technology, and communications.
18. Operates city vehicles.
19. Performs other related duties as assigned.

Minimum Qualifications/Special Requirements/Success Factors:

Bachelor's Degree in Computer Science, Engineering or related field and three years of experience designing and supporting local and wide area networks. One or more industry recognized networking or relevant certifications. Cisco, Palo Alto, and/or Microsoft preferred. Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying. One year of relevant experience may be substituted for each year of required education. Knowledge of: Personal computer hardware and software, server computer hardware and software, local area networks, wide area networks, converged voice and data networked applications, Active Directory, Ethernet, TCP/IP, Cisco LAN/WAN, and Mitel IP Phones Network security and control models Technical working knowledge of networks, telephony, and data center components Project management Disaster recovery preparedness Network and telephony converged network design Current industry trends and best practices Ability to: Network in a multi-Cloud environment (preferred) Create accurate network diagrams and documentation for design and planning network communication systems Work effectively with users, technical personnel and consultants to achieve stated objectives Install, configure and support a variety of computer hardware and software including but not limited to server and desktop operating systems / applications and network hardware and software Communicate effectively both verbally and in writing Establish and maintain effective work relationships with City staff and the public Continually learn and demonstrate new skills via hands on training, classroom training and self-study learning methods Operate city vehicles Special Requirements Valid Arizona driver's license. TOC 1 Certification is required within 30 days of employment. This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment. They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy. A post-offer physical assessment is required. The City of Glendale will incur the cost of all required testing.

Physical Requirements/Working Conditions:

Physically lift 50 pounds to waist height, install network equipment in physical location. Enters, exits, and operates city vehicles. Office setting. Following safe handling practices when installing and upgrading equipment can substantially control the risks of exposure to electrical hazards.
