IT Healthcare Consultant – Project Manager (Consultant)

The State of South Carolina is seeking a highly skilled IT Healthcare Consultant – Project Manager to lead healthcare-related IT initiatives with a strong focus on the IBM Cúram framework. The ideal candidate will have technical expertise in Cúram, experience managing complex projects, and a solid understanding of healthcare insurance and Medicaid systems.

Position Details:

• Reason for Opening: Rebid for incumbent candidate

• Contract Duration: 12 months
• Extension Possible: Yes
• Work Location: Hybrid (3 days onsite, 2 days remote)
• Residency Requirement: Must be a current South Carolina resident (No relocation permitted)
• Vendor Submission Limit: 1 candidate per vendor

Skill Type - Description

IBM Cúram Framework - 3+ years of hands-on technical experience, specifically with HCR and CGIS

Development Methodologies - Proven experience in Waterfall, Agile, Scrum, or other SDLC methodologies

Troubleshooting - Strong skills in profiling and resolving issues in both OOTB and custom Cúram code

Certification - IBM Cúram Certification is required

Preferred Skills:

Skill Type - Description

Vendor Management - Proven ability to manage and coordinate third-party vendors

Healthcare Knowledge - Understanding of healthcare insurance principles and processes

Medicaid Operations - Experience working with Medicaid systems and workflows

Sector Experience - Background in public sector or academic environments is a plus

MMIS - Familiarity with Medicaid Management Information Systems (MMIS)
